        "content": "<p>Jakarta (ANTARA) - Director of Narcotics Crimes at the National\nPolice Criminal Investigation Agency, Brigadier General Eko Hadi, has\nproposed that the Narcotics and Psychotropics Bill include possession\nthreshold limits to distinguish between victims of abuse and drug\ndealers. Eko stated that Law Number 35 of 2009 on Narcotics mandates\nmedical and social rehabilitation for addicts and victims of abuse.\nHowever, the regulation does not yet explicitly stipulate possession\nquantity limits to differentiate users from distributors. \u201cThe police\nhave put forward a proposal regarding lower threshold figures compared\nto the initial draft. This proposal is based on several considerations,\u201d\nEko said during a discussion meeting on the Narcotics and Psychotropics\nBill with Commission III of the House of Representatives at the\nparliamentary complex in Jakarta on Tuesday. He explained that the\ndetermination of thresholds for users who are rehabilitated has so far\nreferred to Supreme Court Circular Number 4 of 2010. However, that\nprovision is only binding internally within the Supreme Court and the\njudicial process. For methamphetamine, a limit of 1 gram is proposed\n(previously 8.4 grams), 5 ecstasy pills (previously 10 pills), 1.5 grams\nfor heroin (previously 5 grams), and for etomidate, which was previously\nunregulated, 0.5 grams is proposed.
