        "content": "<p>JAKARTA, KOMPAS.com - Polri has uncovered various modus operandi in\nthe practice of organising illegal Hajj that harms the public.<\/p>\n<p>\u201cThese modus include the misuse of non-Hajj visas such as pilgrimage\nvisas and work visas,\u201d said Deputy Head of the Criminal Investigation\nAgency of Polri, Inspector General of Police Nunung Syaifuddin, in his\nstatement on Friday (17\/4\/2026).<\/p>\n<p>Prospective pilgrims are sent off earlier to obtain a residence\npermit (ighomah), which is then used for Hajj.<\/p>\n<p>There are also offers of Hajj without queuing at high costs through\nfuroda visas, mujamalah, or amil, which are actually not charged by the\nSaudi Arabian Government.<\/p>\n<p>Polri has also recorded cases of pilgrims failing to depart from\nseveral embarkation points, such as Jakarta, Surabaya, Batam, and\nMakassar, as well as the abandonment of pilgrims abroad without\ncertainty of services.<\/p>\n<p>Other modus include Ponzi schemes, namely using funds from new\npilgrims to send off older pilgrims, as well as embezzlement of funds\nunder the pretext of force majeure.<\/p>\n<p>\u201cThese modus are often exploited by certain individuals to carry out\nfraudulent practices and non-procedural departures that harm the\npublic,\u201d Nunung revealed.<\/p>\n<p>Polri also highlighted the prevalence of illegal travel agencies that\nare not registered as PIHK or PPIU, using fake identities, offering\nnon-transparent packages, and not guaranteeing pilgrim protection.<\/p>\n<p>This task force was formed as a follow-up to coordination between\nPolri and the Ministry of Hajj and Umrah of the Republic of\nIndonesia.<\/p>\n<p>Deputy Head of the Criminal Investigation Agency of Polri, Inspector\nGeneral of Police Nunung Syaifuddin, stated that Polri is committed to\nsupporting the smooth organisation of Hajj 1447 Hijriah\/2026 CE.<\/p>\n<p>\u201cPolri is committed to supporting and ensuring the success of the\nHajj worship in 1447 Hijriah\/2026 CE so that it runs safely, orderly,\nand comfortably for all Indonesian Hajj pilgrims,\u201d said Inspector\nGeneral Nunung in his statement on Friday (17\/4\/2026).<\/p>\n<p>In addition, Law Number 14 of 2025 demands strengthened supervision\nand synergy among institutions, especially regarding non-quota and\nnon-procedural Hajj practices.<\/p>",
