Police dossiers on Tampubolon case found lacking<\/p>\n
JAKARTA (JP): The prosecutor's office announced yesterday that
\nthe dossiers on four men accused of killing Brig. Gen. TMF
\nTampubolon are missing basic information and that they have been
\nreturned to the police.<\/p>\n
\"We handed the dossiers back to the police soon after we
\nreceived them because we found they were incomplete,\" prosecutor
\nBonar Gultom from the Jakarta Prosecutor's Office said, adding
\nthat the East Jakarta received the dossiers from the police last
\nweek.<\/p>\n
Gultom, who is in charge of criminal affairs at the Jakarta
\nprosecutor's office, said the dossiers on the four suspects need
\nreview because information essential to the prosecutions case was
\nmissing.<\/p>\n
Police sources, quick to dispel theories of conspiracy, had
\nclaimed the early completion of the dossiers was proof that there
\nwas nothing more to the murder than hot tempers and bad timing.<\/p>\n
Gultom declined to reveal what was missing, saying it is
\nunethical to give information to the press.<\/p>\n
He did say that the dossiers would be divided into three sets
\nof charges, which means the suspects will all face three separate
\ntrials.<\/p>\n
\"We have set up three teams to tackle the case,\" said Gultom.<\/p>\n
Lt. Col. Susmono Soesilo, chief of the East Jakarta police
\nprecinct, announced last week that the dossiers had been given to
\nthe prosecutors' office.<\/p>\n
\"We hope that the prosecutor's office process the dossiers
\nimmediately so that they be sent to the district court,\" Susmono
\nsaid at the time, unaware they were deficient.<\/p>\n
City Police chief Maj. Gen. Mochammad Hindarto said that three
\nof the four are believed to have stabbed Tampubolon, 54, after
\nsome sort of altercation on Jl. Griya Wartawan in East Jakarta at
\n10 p.m. on April 6.<\/p>\n
\"We found another knife hidden inside a septic tank at one of
\nthe suspect's hideouts,\" said Hindarto, adding that this has led
\nthe police to conclude that three of the suspects delivered fatal
\nblows.<\/p>\n
The three allegedly used a bayonet, a machete and a knife to
\nstab Tampubolon, while the other assisted. Tampubolon was a
\nformer group commander for one of the Armed Forces' (ABRI) four
\nelite red beret Kopassus squads.<\/p>\n
Tampubolon was stabbed 11 times and died half an hour later at
\nthe nearby UKI hospital.<\/p>\n
Prison<\/p>\n
Based on Article 338 of the criminal code, a murderer faces a
\nmaximum sentence of 15 years.<\/p>\n
The four, arrested about six and a half hours after the
\nmurder, are Rusdi Abdul Rahman, 24, Hendrik Setyawan, 25,
\nRudiyanto, 24, and Lukman, 30.<\/p>\n
Rusdi, a security guard at a house close to the scene, was
\nbelieved to have stabbed Tampubolon with a bayonet while Hendrik,
\na construction worker, gashed the general with a machete.<\/p>\n
A reliable police source close to the investigation of the
\ncase said last week that Lukman, a local ojek (motorcycle taxi)
\ndriver, was the one who helped his friends but did not use a
\nknife.<\/p>\n
\"The killing was purely a common accident where four people
\nwalking home from a billiard center shouted hastily and loudly to
\nthe driver of a car whom they believed had brushed against them,\"
\nthe source said.<\/p>\n
The four were walking at the edge of the narrow road.<\/p>\n
According to the police the general heard their curses and
\nturned his car back to confront them. This escalated into a
\nheated argument and ultimately the killing.<\/p>\n
The killing occurred at about five minutes after Tampubolon
\nreceived a call from an unidentified party and hurriedly left his
\nhouse at the nearby Army housing complex. (09\/has)<\/p>",
