Police College schedules new postgraduate classes<\/p>\n
JAKARTA (JP): The Police College (PTIK) will introduce a new
\npostgraduate degree course next year and will welcome
\napplications from non-police students, an official said
\nyesterday.<\/p>\n
PTIK governor Maj. Gen. Ahwil Lutan told The Jakarta Post that
\nthe new course would offer classes in three major subjects --
\npolice law, police administration and police technology.<\/p>\n
The postgraduate classes would be provided in conjunction with
\nmagisterial classes which the school has been running for three
\nyears, he said.<\/p>\n
\"The new course will be open to members of the public in the
\nsame way as the magisterial degree course is. If you pass the
\ntests and meet our standard qualifications then you can join the
\ncollege. We currently have some Atmajaya University graduates
\nstudying for the magisterial course,\" Ahwil said.<\/p>\n
He added that the PTIK undergraduate (S1) courses were still
\nonly open to graduates of the Police College.<\/p>\n
\"We began academic cooperation with University of Indonesia
\n(UI) in 1986. We follow its standard curriculum and most of the
\nlecturers here come from UI. Tuition fees are also the same as
\nfor UI postgraduate courses.<\/p>\n
\"We aim to boost human resources in the National Police.
\nFrankly speaking, only a limited number of police officers with
\nspecific qualifications gain entry into the Police College,\"
\nAhwil said.<\/p>\n
The college selects students on the basis of their academic
\nperformance, mental ability and health.<\/p>\n
\"All our students have to achieve high scores in these
\ncriteria. If not they will not be offered places to study. We try
\nto be strict and sorry, no bribes are allowed,\" Ahwil said after
\nthe Police College's 33rd graduation ceremony.<\/p>\n
National Police Chief Gen. Dibyo Widodo supported Ahwil's
\nstatement, saying that bribes would not help to boost students'
\nperformance at the academy.<\/p>\n
\"We are trying to get rid of collusion, corruption and
\nnepotism within the police, and the same applies here. Learning
\nis very important.<\/p>\n
\"Knowledge and achievement cannot be traded for money. How can
\nthe police improve the quality of their personnel if that is
\nallowed to happen?\"<\/p>\n
In his graduation day address, Dibyo reiterated three main
\naspects of the college education system which must be improved --
\nthe curriculum, the learning process and the quality of
\nlecturers.<\/p>\n
\"I tell you again, the police now have to face all kinds of
\nproblems, not merely crime. The political and economic situation
\ninterferes with our job and that is why this college is important
\nto help us to broaden our perspective.<\/p>\n
\"It really helps us to become more professional and modern.
\nWe're police. We do not only have a military capacity, we have to
\nprotect and serve the people too. That's our main job.\"<\/p>\n
T.B. Ronny Nitibaskara, a noted University of Indonesia
\nprofessor, said there were signs that crime here was increasing.<\/p>\n
\"I believe that the rioting and looting which we recently saw
\nhas got something to do with the fact that more and more people
\nare becoming victims of the economic turmoil.<\/p>\n
\"The crisis is driving people -- from housewives to the
\njobless to teenagers -- to commit crime. I am concerned about
\nthis because these people are not crooks. They do not even have
\ncriminal records,\" Ronny said.<\/p>\n
He also reiterated that policing society was becoming harder
\nand was a job filled with dilemmas. \"Police have to enforce the
\nrules, but at the same time must handle the public in a flexible
\nmanner.\"<\/p>\n
At the end of his speech, Ronny suggested the police become a
\nseparate institution from the Armed Forces. \"I think if the
\npolice force leaves the Armed Forces it will be in a better
\nposition to serve the public and society,\" he added.<\/p>\n
One hundred and fifty five people graduated from the college
\nat yesterday's ceremony. (edt)<\/p>",
