Police chief change 'Hamami's request'<\/p>\n
JAKARTA (JP): National Police Commander Gen. Dibyo Widodo said
\nyesterday that the replacement of Maj. Gen. Hamami Nata as
\nJakarta Police chief was totally unrelated to the fatal shooting
\nof four Trisakti University students on May 12.<\/p>\n
Speaking at the installation ceremony for Maj. Gen. Noegroho
\nDjajoesman, Dibyo reiterated that Hamami's replacement was based
\nprimarily on his own request and the policy of Armed Forces
\nHeadquarters.<\/p>\n
Dibyo said the replacement of senior officials within the
\npolice force was expected to inject new spirit and improve their
\nservice to the public.<\/p>\n
\"Police duty has gone far beyond its limits. It no longer
\ndeals only with crime. Nowadays, our job is also being influenced
\nby other factors, such as political interests and other
\nnontechnical matters.<\/p>\n
\"Therefore, we must be ready to face this challenge. What we
\nface on the street is completely different from what we learn in
\ntraining. For instance, emotions, agony and fear were all jumbled
\nup inside a police officer's mind when confronted with angry
\ncrowds.<\/p>\n
\"What we encountered during the recent student protests and
\nriots has given us valuable experience.\"<\/p>\n
Dibyo congratulated the two generals, Hamami and Noegroho, and
\nwished them well in their new endeavours.<\/p>\n
\"General (Hamami), we've been through a lot together. You have
\ndone the best you could to perform your duties as Jakarta Police
\nchief. And for that, I wish you luck and thank you so much.\"<\/p>\n
\"General (Noegroho), I believe you will have no difficulties
\nadjusting to your new duties, as you have lots of experience.
\nWelcome and good luck.\"<\/p>\n
Various high-ranking officials, including Deputy Governor for
\nAdministrative Affairs Brig. Gen. Abdul Kahfi, City Council
\nSpeaker Maj. Gen. Edy Waluyo and National Police Detectives
\nCommander Maj. Gen. Nurfaizi attended yesterday's ceremony.<\/p>\n
After the ceremony, Dibyo revealed to the media the names of
\nseveral senior officers who would undertake strategic police
\nduties as part of a massive reshuffle within the National Police.<\/p>\n
Based on Minister of Defense\/Armed Forces Decree No.
\nSKEP\/380\/P\/V\/1998, dated May 26 -- which authorized the
\nreplacement of Hamami by Noegroho -- Maj. Gen Nurfaizi will be
\nassigned as Central Java Police chief and Brig. Gen. Da'i
\nBachtiar as new National Police detectives commander.<\/p>\n
Another ministerial decree, No. SKEP\/329\/P\/V\/1998 dated May
\n12, orders the transfer of 45 senior and middle-ranking police
\nofficers.<\/p>\n
Among them are Brig. Gen. Gunawan, currently deputy chief of
\nJakarta Police, who will become Bali Police chief, Brig. Gen.
\nMudji Santoso as South Sulawesi Police chief, Brig. Gen. Panji
\nAtmasudirja as head of South Sumatra Police and Col. Sutanto of
\nNational Police Headquarters as deputy chief of Jakarta Police.<\/p>\n
The handover ceremonies for remaining officers are scheduled
\nfrom May 30 to June 8.<\/p>\n
Newly installed city police chief Noegroho told the media that
\nhe needed the public's support.<\/p>\n
When asked about the death of a Bandung Institute of
\nTechnology (ITB) student which he was believed to be involved in
\n1971, Noegroho refused to comment.<\/p>\n
\"My first priority is to consolidate Jakarta Police. As you
\nknow, it has been chaotic over the past two months. I need
\npeople's support to carry on the duty,\" he said with a smile.<\/p>\n
Former city police chief Hamami refused to talk to
\njournalists.<\/p>\n
\"No ... no ...,\" he said with a wave and a smile. \"The truth
