Police chief angry at Tjetje's death<\/p>\n
PARIS (JP): National Police Chief Lt. Gen. Dibyo Widodo says
\nthat not only First Lt. DT is responsible for the death of Tjetje
\nTadjudin while in Bogor police custody, but also his superiors.<\/p>\n
Dibyo, who is on an official trip to Europe, said here on
\nSaturday that the torturing of the suspect happened because of
\nlax control on his superiors' part. "Proper interrogation and
\nproper protection of a crime suspect in custody are standard
\nprocedure the Bogor Regency police officials apparently failed to
\nobserve. DT's superiors will be held responsible for this," he
\nsaid.<\/p>\n
Dibyo and several police generals, including Jakarta
\nMetropolitan Police Chief Maj. Gen. Hamami Nata, were on a trip
\nto several European countries after attending an Interpol meeting
\nin Antalya, Turkey.<\/p>\n
Tjetje, who died last Monday, was one of two suspects arrested
\nfor an armed robbery on the Jagorawi turnpike on Oct. 11. The two
\nwere in the Hyundai Elantra sedan driven by Zaenuddin, who had
\njust withdrawn Rp 650 million from a BRI bank in Bogor. Zaenuddin
\nwas shot dead by one of the three robbers who drove up in a
\nKijang. Police believe that Tjetje and Norman were accomplices of
\nthe robbers.<\/p>\n
Bogor Regency Police Chief Col. Dadang Garnida initially said
\nTjetje died of respiratory problems.<\/p>\n
But sources at the PMI Hospital in Bogor said Tjetje looked
\nlike he had been beaten black and blue when his body was brought
\nin. The postmortem report also indicates that Tjetje died of
\ninjuries resulting from torture.<\/p>\n
On Friday, West Java Police Chief Maj. Gen. Nana Permana
\nannounced that Tjetje died due to brutal battering while in
\ncustody. Nana declared that DT, the head of the Bogor Regency
\npolice detectives, was the first to be held responsible for the
\ndeath of Tjetje. Two sergeants are also in intensive questioning
\nin connection with the case.<\/p>\n
Dibyo branded the torturing of Tjetje "a stupid thing that
\nmust have been done by stupid officers."<\/p>\n
"I am very angry about the suspect's death," he told The
\nJakarta Post.<\/p>\n
Dibyo is also enraged that the Bogor Regency Police had not
\nyet reported the fatal toll road robbery or the arrest of Tjetje
\nand Norman. "This cannot be forgiven. This is another violation
\nto procedure," Dibyo said.<\/p>\n
"The death of Tjetje is like a slap in our face, and it also
\nmeans we lost a key witness," he said.<\/p>\n
In Bandung, the fact finding team set up by the Agency for the
\nCoordination of Support for the Development of West Java
\nProvincial Stability (Bakorstanasda) has acknowledged that
\nprocedural errors were made in the death of Tjetje.<\/p>\n
West Java's Siliwangi Military Commander, Maj. Gen. Tayo
\nTarmadi said on Saturday that the team, led by Col. Prang Hadi
\nSantoso, found that investigators questioned the suspect in an
\nunprofessional way, Kompas reported yesterday.<\/p>\n
Tayo Tarmadi acknowledged that the Bogor military police had
\n"borrowed" Tjetje for questioning. "Yes. Because the policemen
\nfound an Army ID in his wallet. But the military police did
\neverything according to procedure," he said.<\/p>\n
In a related development, National Military Police Commander
\nBrig. Gen. Syamsu D told Antara in Jakarta on Saturday that he
\nhad told his subordinates to expedite the questioning of the
\nsuspects, Lt. DT and the two sergeants.<\/p>\n
"We want the dossiers to be sent to the military tribunal
\nsoon. The tribunal will decide whether or not they are guilty."<\/p>\n
The suspect, Lt. DT, graduated from the police academy in
\n1991. The unmarried officer was asked to head up Bogor police
\ndetectives only two months ago. "He was in Cimahi, West Java
\nbefore being moved to Bogor," one Bogor police officer said, who
