        "content": "<p>PLN starts decentralization in project bid<\/p>\n<p>JAKARTA (JP): The State Electricity Company (PLN) will offer <br>\n80 percent of its tenders for the procurement of electricity <br>\ncables to manufacturing companies through its provincial offices, <br>\na company executive says.<\/p>\n<p>\"The decentralization of our policies on tenders will begin in <br>\nthe provinces in Java,\" PLN's head of operation and logistic <br>\ndivision, Sudarso, said after attending a ceremony for the <br>\noperation of PT Voksel Electric's new cable plant in Cileungsi, <br>\nnear Bogor in West Java over the weekend.<\/p>\n<p>He said the policy is part of the company's efforts to meet <br>\nthe government's call for decentralization aimed at boosting <br>\nprovincial economies.<\/p>\n<p>He added that only 20 percent of PLN's tenders will be offered <br>\nthrough its headquarters in Jakarta.<\/p>\n<p>He declined to elaborate on the schedules for the bidding.<\/p>\n<p>In response to PLN's new tender scheme, the chairman of the <br>\nIndonesian Association of Cable Producers (Apkabel), Kusudiarso <br>\nHadinoto, hailed PLN's decentralization scheme but he expressed <br>\nhis pessimism over the competitiveness of domestic cable <br>\nproducers because most of them have not implemented international <br>\nstandardization schemes on their products.<\/p>\n<p>\"Out of Apkabel's 25 members, only five have cooperated with <br>\nforeign companies which can help improve the quality of products <br>\nthrough a transfer of technology,\" he said.<\/p>\n<p>Kusudiarso, therefore, urged the association's members to <br>\ninvite foreign investors to help improve the quality of their <br>\nproducts.<\/p>\n<p>He cautioned that the state-owned domestic telecommunications <br>\nmonopoly, PT Telekomunikasi Indonesia (Telkom), also plans to <br>\nrequire the use of the internationally recognized ISO 9002 <br>\nquality standard in the production of cables to be supplied for <br>\nits transmission and distribution networks next year.<\/p>\n<p>\"It seems that investors from Australia, the United States and <br>\nEurope are still reluctant to run cable businesses in Indonesia. <br>\nI hope PLN's decentralization scheme will attract foreign <br>\ninvestment,\" Kusudiarso said.
