State electricity firm PLN has confirmed that coal supplies for its power plants are almost entirely fulfilled, addressing concerns following the government's relaxation of coal mining work plans. The company requires 152 million tonnes annually and has received government assignments for over 200 million tonnes, with contracting processes nearly complete. This follows recent supply disruptions that caused rolling blackouts in Java, which are now being resolved through accelerated deliveries to key power stations.

JAKARTA – The President Director of PT PLN (Persero), Darmawan
Prasodjo, has confirmed that coal supplies for power plants are almost
fully secured. The assurance also addresses concerns about coal
availability after the government implemented a relaxation of coal Work
Plans and Budgets (RKAB).

Darmawan said PLN’s coal requirement stands at around 152 million
tonnes per year. He said the government has now allocated more than 200
million tonnes, and the contracting process to meet power plant needs is
nearly complete.

“So PT PLN’s (Persero) coal requirement is 152 million tonnes per
year. Currently there is an allocation of more than 200 million tonnes.
Of the 152 million tonne requirement, almost all of it is covered, Sir.
The process is under way,” the PLN President Director said when met at
JCC, Senayan, Jakarta, on Tuesday (21 July 2026).

Darmawan confirmed that PLN continues to coordinate with the Ministry
of Energy and Mineral Resources (ESDM), particularly the Directorate
General of Mineral and Coal (Minerba), to speed up the contracting
process. This ensures that coal supplies matching power plant
specifications can be met promptly.

“We express our appreciation and gratitude for the support of the
ESDM Minister and the Director General of Minerba, so that contracts to
meet the 152 million tonne annual requirement with specifications suited
to the power plants, both those owned by PLN and our partners, are
proceeding very quickly and, God willing, will be fulfilled,” he
said.

The statement marks the latest development after PLN previously faced
supply constraints of medium-calorific coal that affected the
electricity system on Java, causing rolling blackouts in several areas.
At the time, PLN accelerated the signing of contracts with suppliers
that had received government allocations and coordinated intensively
with the Directorate General of Minerba to speed up coal distribution to
power plants.

The acceleration allowed medium-calorific coal to begin flowing to a
number of coal-fired power plants (PLTU), including Lontar, Labuan,
Suralaya, Jawa 7, Jawa 9 and 10, Indramayu, Paiton, Rembang, Pacitan,
and Tanjung Awar-Awar. PLN views these incoming supplies as key to
restoring the reliability of Java’s electricity system.

Minister of Energy and Mineral Resources Bahlil Lahadalia stressed
that the coal RKAB relaxation does not disrupt supplies for PLN.
According to him, the government continues to prioritise meeting
domestic coal needs, especially for the electricity and industrial
sectors.

“So let no one build the perception that the RKAB affects PLN. The
PLN President Director has already said this. Because we prioritise
domestic needs, including other industries,” Bahlil said.
",
