        "content": "<p>The government faces a policy dilemma with no truly comfortable\noptions. Perum Bulog has assured the availability of rice packaging\nremains secure amid concerns over plastic raw material shortages due to\nglobal geopolitical dynamics. Bulog\u2019s President Director, Ahmad Rizal\nRamdhani, stated that the company still possesses sufficient plastic\npackaging stock to support rice distribution needs in the near term.\n\u201cBulog still has stock to meet the needs for that plastic packaging,\u201d he\nsaid after a meeting with Commission IV of the DPR RI in Jakarta. He\nexplained that the issue of plastic raw materials currently falls under\nthe Ministry of Industry, so technical explanations regarding raw\nmaterial supplies are not Bulog\u2019s authority. Nevertheless, Bulog\nemphasised that rice distribution operations, particularly for public\nservice obligation (PSO) programmes, remain the top priority and are not\ndisrupted. In addition to ensuring available stock, Bulog is also\npreparing anticipatory measures to address potential future plastic\nsupply disruptions, to maintain the continuity of distribution.\nRegarding the stabilised supply and price of food (SPHP) programme,\nincluding the procurement of 2-kilogram rice packaging, Rizal assured\nthat all procurement contracts have been carried out since the beginning\nof the fiscal year, thus unaffected by the current emerging issues.\nBulog itself has been assigned to distribute SPHP rice through 2026 with\na target of 828,000 tonnes, as part of efforts to maintain the\navailability and stability of national rice prices. In addition, the\ncompany is also distributing food aid in the form of rice and cooking\noil to around 33.2 million beneficiary families (KPM) for the\nFebruary\u2013March 2026 period. Each beneficiary receives 20 kilograms of\nrice and 4 litres of MinyaKita brand cooking oil. The distribution of\nthis aid was temporarily postponed during the Ramadan and Eid al-Fitr\nperiod to maintain price stability, but it has resumed since late March\nand is targeted to be completed by the end of April 2026.
