The government\u2019s move through the Forest Area Enforcement Task Force\n(PKH) is seen as more than just an operation to enforce forest area\ncontrol or an effort to boost state revenue. More than that, the policy\nis described as a major test for the future of agrarian justice and the\nnation\u2019s sovereignty over the management of national natural\nresources.<\/p>\n
Azis Subekti, a member of the Special Working Committee of the House\nof Representatives for the Resolution of Agrarian Conflicts (Pansus\nPenyelesaian Konflik Agraria DPR RI), said that agrarian problems that\nhave long plagued Indonesia stem from weak consistency in state\ngovernance in regulating the living space, from licensing and area\nmapping to the supervision of land distribution.<\/p>\n
\u2018There is one reality that must be honestly recognised: most agrarian\nconflicts today are not merely disputes between citizens, but arise from\nthe country\u2019s own inconsistency in managing the laws, licences, and\njustice of people\u2019s living spaces,\u2019 Azis said on Tuesday (20 May\n2026).<\/p>\n
According to Azis, for years Indonesia has built an economy based on\nnatural resources with a weak administrative foundation.<\/p>\n
Forest areas are defined on maps, while social realities and economic\nactivities on the ground develop much faster than the state\u2019s ability to\nupdate its governance framework.<\/p>\n
As a result, the overlaps emerged among HGU (Hak Guna Usaha), mining\nlicences, forest areas, plasma land, and the land of indigenous\ncommunities and local residents.<\/p>\n
\u2018We have ended up becoming a country rich in natural resources but\npoor in certainty of space management,\u2019 he said.<\/p>\n
Azis assessed that the existence of the PKH Task Force should be read\nas the state\u2019s effort to reclaim authority over the control of national\nliving space, which for decades has resided in the grey area between\nlegality, capital power, and weak governance.<\/p>\n
