        "content": "<p>The Expert Discussion Forum and Consignment for the Drafting of the\nAcademic Paper and Draft Bill on Population Administration (RUU\nAdminduk), organised by the Secretariat General of the House of\nRepresentatives (DPR RI) at Hotel Harris Suites FX Sudirman in Jakarta,\nproved to be a dynamic affair.<\/p>\n<p>Experts participating in the forum criticised the prevailing practice\nof photocopying electronic identity cards (KTP-el), warning that it\nrisks over-collection of personal data and is vulnerable to misuse. The\nissue was raised as one of the most prominent concerns during the\ndiscussion, with hotels and service providers frequently requiring\nKTP-el photocopies from members of the public.<\/p>\n<p>The Director General of Population and Civil Registration (Dukcapil)\nat the Ministry of Home Affairs, Teguh Setyabudi, stated that the\nrevised Population Administration Bill would prohibit the duplication of\npopulation documents. According to Teguh, the current Population\nAdministration Law is no longer fully relevant to contemporary\ndevelopments, and Indonesia must adapt to the era of digital\ngovernment.<\/p>\n<p>Under the proposed revision, identity verification would be conducted\nthrough digital scanning or encrypted systems rather than manual\nphotocopying. Third parties would be barred from storing or duplicating\npopulation data.<\/p>\n<p>Teguh emphasised that Digital Population Identity (Identitas\nKependudukan Digital, or IKD) would become the key to public services.\nThe IKD is a digital form of identification stored on a smartphone,\ndisplaying the KTP-el photograph and a QR code that can be scanned for\nidentity verification purposes.<\/p>\n<p>Since January 2026, the verification of population documents such as\nelectronic identity cards and family cards can only be conducted through\nthe IKD application.<\/p>\n<p>The forum also addressed broader issues including data protection\nframeworks, sanctions for violations, and the implementation of a single\nidentity number policy as part of the comprehensive overhaul of\nIndonesia\u2019s population administration system.<\/p>",
