State-owned housing company Perumnas says the proposed revitalisation of the Klender flats in East Jakarta is undergoing a feasibility study to assess demand and residents’ housing preferences. Plans could include 12–14 towers, with replacement homes for existing residents and affordable non-subsidised units; implementation depends in part on support from at least 60 per cent of residents.

Jakarta (ANTARA) – State-owned housing company Perum Perumnas said
the revitalisation project for the Klender flats in East Jakarta has
entered the feasibility study stage to ensure that development meets
residents’ needs and market demand.

Perumnas Acting President Director Imelda Alini Pohan said the
company was taking a cautious approach to planning, including by
assessing market potential and people’s housing preferences.

“Providing good housing services must also be accompanied by an
understanding of market absorption and what kind of homes people
prefer,” Imelda told ANTARA in Jakarta on Tuesday.

She added that Perumnas would conduct market research to determine a
housing mix suited to the needs of Klender residents. The findings would
also inform how many towers are built.

The revitalisation is expected to transform the area into 12–14
towers. The final number will depend on the feasibility study, including
the area’s density, potential demand and the ideal size of homes for
residents.

The project will cover a site of about 10 hectares. The flats, built
in the 1980s, have deteriorated physically, prompting plans for
revitalisation with a modern, taller vertical-housing concept.

Perumnas signed a memorandum of understanding (MoU) with Agung
Podomoro Land (APL) several months ago to carry out the project.

The first phase is planned to include replacement homes for existing
residents as well as affordable, non-subsidised commercial housing.

“The condition for revitalisation is that we replace residents’ old
homes free of charge and with homes of the same size. This involves a
public service obligation (PSO); we have submitted a proposal for state
capital participation in 2026 to cover the replacement homes alone. We
will handle the rest commercially with our partner, sharing the proceeds
and selling the units together,” Imelda said.

Perumnas is targeting the Klender revitalisation as one of its
quick-win projects. The project is also being monitored by the Ministry
of National Development Planning/National Development Planning Agency
(Bappenas) and the State-Owned Enterprises Agency (BP BUMN).

Imelda said Perumnas was working to complete the feasibility study
and would continue coordinating with the Jakarta provincial government
to explain the revitalisation plan to residents.

She said community support was a prerequisite for the project, with
at least 60 per cent of residents required to approve the plan.

“We have also involved a sociologist to explain to the community why
the area needs to be rebuilt: to improve the city’s appearance and, more
importantly, residents’ quality of life, so they can live more safely
and not in homes that are no longer fit for purpose,” she said.

Perumnas previously revitalised the Sukaramai flats in Medan. That
project served as a model for transforming an ageing residential area
into vertical housing that is safer, more comfortable and modern, with a
better-quality environment for residents.

Alongside Klender, Perumnas is also planning to revitalise the Kebon
Kacang and Tanah Abang flats in Jakarta.

For Kebon Kacang, Imelda said Perumnas had signed a non-disclosure
agreement (NDA) with a foreign company and planned to proceed with a
cooperation agreement (PKS) in the near future.
",
