        "content": "<p>Pertamina to resolve kerosene shortage<\/p>\n<p>Fitri Wulandari, The Jakarta Post, Jakarta<\/p>\n<p>State oil and gas firm PT Pertamina plans to resume a coloring<br>\nprogram for kerosene in a bid to tackle lingering shortages,<br>\nparticularly in the Greater Jakarta area, a company official said<br>\non Monday.<\/p>\n<p>Pertamina spokesman M. Hanung Budya said the program, which<br>\ndifferentiated subsidized kerosene for households -- tinted green<br>\n-- from kerosene for business use, would start in the middle of<br>\nthis month.<\/p>\n<p>\"The coloring program will target areas in Greater Jakarta<br>\nwhere kerosene shortages have been widespread,\" Hanung told The<br>\nJakarta Post.<\/p>\n<p>Hanung said there was no timeframe for how long the color-<br>\ncoding program would be in place.<\/p>\n<p>Pertamina stopped color coding earlier this year<br>\nbecause it had yet to reach agreement with the government over<br>\nwho was going to finance the program.<\/p>\n<p>The company said earlier the program cost around Rp 12 billion<br>\n(US$1.41 million) per year to tint heavily subsidized kerosene<br>\nfor households. (Kerosene is mainly used by households on lower<br>\nincomes.)<\/p>\n<p>Hanung added negotiations were still ongoing with the Ministry<br>\nof Finance, but Pertamina was willing to finance the program for<br>\nthe time being.<\/p>\n<p>Kerosene shortages have worsened, particularly in Jakarta and<br>\nthe surrounding areas, as well as West Java and Banten provinces.<\/p>\n<p>Minister of Energy and Mineral Resources Purnomo Yusgiantoro<br>\nhas said the shortage occurred due to the price disparity between<br>\nkerosene for households and business use.<\/p>\n<p>Household kerosene is sold at Rp 700 per liter, while<br>\nunsubsidized kerosene for businesses costs Rp 1,800 to Rp 2,200,<br>\nwhich has prompted retailers to sell it to businesses at a larger<br>\nprofit.<\/p>\n<p>According to a special government team tasked with monitoring<br>\nthe abuse of subsidized fuel (TP3BBM), household consumption of<br>\nkerosene has increased beyond the target limit of 3.75 liters per<br>\nmonth per family.<\/p>\n<p>In Jakarta alone, household kerosene consumption averages 10<br>\nliters per month per family.<\/p>\n<p>Pertamina suspected that businesses bought the subsidized fuel<br>\non the black market.<\/p>",
