Pertamina sets new 'CD guidelines'<\/p>\n
JAKARTA (JP): State oil and gas company Pertamina has issued a
\nnew ruling ordering its oil and gas contractors to focus their
\ncommunity development (CD) programs on the people living around
\ntheir operating sites.<\/p>\n
The new ruling, signed on March 31 by acting head of
\nPertamina's foreign contractors management body (BPPKA) Herucokro
\nT.M, states communities living within five kilometers of oil and
\ngas operations, including production fields, refineries, depots,
\nterminals, special ports, housing complexes and office buildings,
\nshould be the contractors' top priority.<\/p>\n
The second priority is to the people living in the same
\nregencies as the operations and the third to the people in the
\nsame province.<\/p>\n
Oil and gas companies have often been criticized for their
\nsocial programs. While they are run for the purpose of creating a
\ngood corporate image, nearby communities have often not directly
\nbenefited from them.<\/p>\n
The new ruling underlines the importance of CD programs as a
\nway to avoid cultural conflicts; bridge social and economic gaps
\nbetween the oil and gas companies and the local people; and to
\ncreate a sense that local people belong to the companies.<\/p>\n
\"Community development is the realization of the social
\nresponsibility of companies for the development of the
\ncommunities living around their operating areas,\" mines and
\nenergy web site Petromindo.Com quoted the new ruling as saying.<\/p>\n
The ruling categorizes the oil and gas companies based on
\ntheir areas of responsibility in the implementation of the CD
\nprograms.<\/p>\n
CD programs in Aceh have been designated to Mobil Oil, Gulf
\nIndonesia Resources, Lasmo Oil, Talisman and Inpex.<\/p>\n
The Riau archipelago, including the Natuna islands, has been
\nassigned to Conoco Indonesia, Gulf Indonesia Resources and
\nPremier Oil. Caltex, Kondur, Santos and Petronusa Bhumibakti are
\nresponsible for inland Riau.<\/p>\n
CD activities in South Sumatra have been designated to Amerada
\nHess, Gulf, Golden Spike, Exspan, Talisman (OK), while the East
\nKalimantan area is the responsibility of Total Indonesie, Vico,
\nUnocal, Exspan, Shell and Lasmo.<\/p>\n
Irian Jaya has been designated to Santa Fe, Arco, British Gas,
\nIGO, Lasmo, Coparex and KNOC, while the Maluku area has been
\nassigned to Kufpec, Kalrez, Canadian Oxy.<\/p>\n
Jakarta and West Java have been assigned to YPF Maxus, Arco,
\nGreka and British Gas, while East Java to Arco, Kodeco, Lapindo
\nBrantas, Santa Fe Tuban, Santos, Gulf, Premier and Mobil Oil.<\/p>\n
The new ruling also increases the cash aid that can be
\nimmediately disbursed by the companies in case of emergencies
\nwithout prior approval from Pertamina to Rp 100 million from Rp
\n10 million.<\/p>\n
CD programs should be implemented in cooperation with
\ngovernment institutions, universities, nongovernmental
\norganizations and the local people, with the companies mainly
