        "content": "<p>Home Affairs Minister Muhammad Tito Karnavian, in his capacity as\nHead of the Task Force for the Acceleration of Post-Disaster\nRehabilitation and Reconstruction in Sumatra, has reported that recovery\nprogress in Aceh, North Sumatra, and West Sumatra continues to show\npositive development. This is evident from various indicators, ranging\nfrom government services, health, and education to strategic\ninfrastructure and the construction of temporary housing. The\nexplanation was delivered to journalists following a ministerial-level\nmeeting of the Task Force Steering Committee at the Coordinating\nMinistry for Human Development and Culture office in Jakarta on Thursday\n(18\/6\/2026).<\/p>\n<p>Disaster management in Sumatra has now entered the rehabilitation and\nreconstruction recovery phase. Tito stated that the priority going\nforward is to make various infrastructure permanent, such as roads and\nbridges, whether under national or regional status, including those not\nyet addressed. \u201cThat must be carried out, either by the regional\ngovernment or taken over by the central government,\u201d he explained.<\/p>\n<p>He revealed that President Prabowo Subianto has approved a\nrehabilitation and reconstruction budget requirement of Rp100.1 trillion\nthrough to 2028. The budget covers the needs of 33 ministries and\nagencies, comprising 23 primary and 10 supporting ministries and\nagencies. He urged the relevant ministries and agencies to accelerate\nthe submission and disbursement processes so that the budget can be\nutilised immediately. Likewise, ministries and agencies that have\nalready received the budget should realise it promptly. \u201cOnce it is\ntransferred, our speed will be very fast,\u201d he explained.<\/p>\n<p>On the other hand, while waiting for the relevant ministries and\nagencies to move, Tito urged regional governments to utilise the\nadditional Regional Transfer Funds to address urgent needs in their\nrespective areas. He noted that the central government has sent an\nadditional Rp10.6 trillion in Regional Transfer Funds to all regional\ngovernments in the three disaster-affected provinces. Furthermore, he\nappreciated several regional governments that received additional funds\nbut provided grants to affected areas still requiring support, as the\nadditional funds were received by all regions, whether directly affected\nby the disaster or not. \u201cSo once again, with the existing Regional\nTransfer Fund budget, I encourage the regions to move using their\nrespective funds,\u201d he concluded.<\/p>",
