        "content": "<p>Based on official information from the Indonesian Ministry of Hajj\nand Umrah (Kemenhaj) and the Hajj Affairs Office of the Indonesian\nConsulate General in Jeddah, here are the key points from the statement\nby the Senior Scholars Council (Hai\u2019ah Kibar Al Ulama) of the Kingdom of\nSaudi Arabia, dated 17 Syawal 1445\/26 April 2024 AD, regarding the\nProhibition of Performing Hajj Without a Tasreh (Official Permit).<\/p>\n<ul>\n<li><p>Obtaining a Hajj permit (tasreh) is obligatory under Sharia law,\nso performing Hajj without permission is sinful.<\/p><\/li>\n<li><p>This requirement aims to achieve benefits (tahsin al-mashalih)\nand prevent harm (dar\u2019u al-mafasid) to ensure the pilgrimage proceeds\nsafely, orderly, and without risks.<\/p><\/li>\n<li><p>Complying with the rules by obtaining a Hajj permit (tasreh)\nfalls within obedience to the leader (government) in matters of good\n(ma\u2019ruf).<\/p><\/li>\n<li><p>Performing Hajj without permission (tasreh) causes widespread\nharm (dharar muta\u2019addi) to other pilgrims, such as extreme overcrowding\nthat threatens lives and reduces the quality of health and security\nservices.<\/p><\/li>\n<li><p>A person who wishes to perform Hajj but fails to obtain an\nofficial permit is considered \u201cunable\u201d under Sharia (ghairu mustathi\u2019),\nso their obligation is waived.<\/p><\/li>\n<\/ul>\n<p>Fines for Performing Hajj Without Official Permission<\/p>\n<p>The Saudi Ministry of Interior has announced strict sanctions for\nanyone performing Hajj without permission, as well as parties\nfacilitating illegal Hajj for visit visa holders.
