The Indonesian Advocates Association (PERADI) Profesional, in\ncollaboration with the Faculty of Law at Hasanuddin University (Unhas),\nis preparing an Advocate Professional Education Programme (PPA) to\nimprove the competence of prospective advocates.<\/p>\n
Harris Arthur Hedar, General Chairman of PERADI Profesional, stated\nthat the existence of the PPA is necessary to enhance the quality,\ncompetence, ethics, and character of advocates. \u201cProducing high-quality,\nethical, and characterised advocates is the motto of PERADI Profesional.\nTherefore, being professional means proving that this PPA must be\nestablished to improve the quality and competence of advocates,\u201d he\nsaid, quoting Antara on Friday (18\/9).<\/p>\n
Harris noted that the existing advocate education system remains a\nsubject of debate, as it is deemed insufficient for shaping true\nprofessionals. According to him, the Special Education for the Advocate\nProfession (PKPA), which takes place over a relatively short period,\ndoes not provide enough training to equip individuals with the necessary\ncompetencies as advocates.<\/p>\n
He emphasised that the legal profession requires an adequate\neducational process to ensure graduates possess professional\ncapabilities before commencing practice. Consequently, PERADI\nProfesional hopes that the PPA programme can begin operations by March\n2027.<\/p>\n
\u201cWe are conducting studies today, which will continue tomorrow, and\nGod willing, we will begin moving forward so that this programme can be\noperational by next March,\u201d he added.<\/p>\n
Meanwhile, the Secretary General of PERADI Profesional, Yuhelson,\nstated that the opening of the PPA was an idea from the Unhas Faculty of\nLaw, which his organisation responded to for implementation. He noted\nthat the implementation of the PPA has a legal basis referring to Law\nNumber 12 of 2012 concerning Higher Education and the Regulation of the\nMinister of Research, Technology, and Higher Education Number 5 of\n2019.<\/p>\n
According to Yuhelson, advocate professional education has not been\nable to be implemented in the desired manner due to the current\nframework of PKPA based on the Constitutional Court (MK) ruling. He\nassessed that this situation has led to issues regarding the quality of\nadvocates, and thus the PPA at Unhas is expected to serve as a means to\nimprove the quality of prospective advocates.<\/p>\n
\u201cLooking at the phenomena occurring so far, where the recruitment\nsystem for advocates is too easy, we see a phenomenon where the quality\nof advocates is degrading,\u201d he said.<\/p>\n
