        "content": "<p>Peace initiatives boost economic progress: Ramos<\/p>\n<p>MANILA (AFP): President Fidel Ramos said yesterday that his<br>\npeace initiatives with the Philippines' three main rebel groups<br>\nhad opened the door for economic development in regions formerly<br>\nin the grip of the insurgents.<\/p>\n<p>Ramos brushed aside criticism that his government was bending<br>\ntoo far to accommodate the rebels' demands. He challenged critics<br>\nto join him on his trips to the provinces to talk to residents.<\/p>\n<p>\"It is an honorable peace, a just peace and an enduring peace<br>\nthat we are working on,\" Ramos told a news conference. \"This<br>\ntakes a lot of patience. This can't be done instantly,\" he added.<\/p>\n<p>The president has been criticized for allowing the talks to be<br>\nheld abroad. There are also fears that the government might agree<br>\nto the demands by Moslem rebels for control of most of the<br>\ncountry's south.<\/p>\n<p>Peace talks are underway with right-wing military rebels --<br>\nwhose coup attempts weighed down the economy under former<br>\npresident Corazon Aquino -- and guerrillas of the Moslem rebel<br>\ngroup Moro National Liberation Front (MNLF) in the south.<\/p>\n<p>Formal negotiations with the communist-led National Democratic<br>\nFront (NDF) got bogged down in Belgium last month over a dispute<br>\non the release of a jailed communist guerrilla leader.<\/p>\n<p>But Ramos said that regions of the country which were formerly<br>\ncombat zones are now seeing the fruits of peace in their rapid<br>\neconomic development.<\/p>\n<p>He cited the booming cities of Zamboanga, Davao and General<br>\nSantos in the main southern island of Mindanao -- which are part<br>\nof a proposed East Asian Growth Area with Brunei, Indonesia and<br>\nMalaysia.<\/p>\n<p>In the 1980s Communist urban guerrillas were strong in these<br>\nsouthern cities, as their assassination squads called Sparrows<br>\nsowed fear in the streets.<\/p>\n<p>But Ramos pointed out that residents in these and other areas<br>\nare \"now seeing the wisdom of this peace process because they are<br>\nalso enjoying a steady development as a result of improved peace<br>\nand order conditions in their respective communities.\"<\/p>",
