        "content": "<p>The PDIP is considering a parliamentary threshold of 5 to 6 per cent.\nThe Chairman of the PDIP Solo City Branch, Aria Bima, stated that this\noption remains part of political communication between parties and is\nlinked to the possibility of increasing the total number of seats in the\nHouse of Representatives (DPR).<\/p>\n<p>\u201cPDIP will engage in various negotiations between 5 and potentially 6\nper cent, if the number of seats is increased to 600 or 620,\u201d said Aria\nwhen met at the Parliament Complex, Senayan, Central Jakarta, on\nWednesday (16\/09\/2026).<\/p>\n<p>The Deputy Chairman of Commission II of the DPR RI explained that\nPDIP\u2019s position is based on considerations regarding the work\neffectiveness of factions within the DPR. According to Aria, every\nfaction requires an adequate number of members to carry out legislative,\nbudgetary, and supervisory functions.<\/p>\n<p>\u201cRegardless of any previous agreements regarding the PDIP\u2019s stance on\nthe parliamentary threshold, the underlying logic is based on\ncalculating the effectiveness of performance within the DPR,\u201d he\nsaid.<\/p>\n<p>Aria explained that the DPR consists of 13 commissions and eight\nboards. Based on his calculations, for a faction to work effectively\nwithin each commission, approximately three members are required. This\nnumber is necessary because faction members may also hold concurrent\nroles in boards, special committees (pansus), working committees\n(panja), or other assignments.<\/p>\n<p>\u201cIf we calculate the real effectiveness of a faction within a\ncommission, two members is insufficient. One is even worse. Three is the\neffective number,\u201d he said. He added that with 13 commissions multiplied\nby three members, the ideal requirement reaches approximately 39 DPR\nmembers per faction.<\/p>\n<p>According to Aria, this calculation serves as the basis for why the\nparliamentary threshold cannot be set at 4 per cent if the number of DPR\nmembers remains in the range of 580 to 600. \u201cIf the number of DPR\nmembers remains at 580 or increases to 600, then it certainly cannot be\n4 per cent. This is because 39 members represents more than 4 per cent,\u201d\nhe explained.<\/p>",
