PDI Perjuangan's plan for economic recovery<\/p>\n
JAKARTA (JP): PDI Perjuangan has pledged to build an
\nindependent judicial system and clean and credible government,
\nempower democratic institutions and reform state institutions to
\nrestore confidence in the government if it is given power.<\/p>\n
Confidence restoration is one of the five main points of the
\nframework for Indonesia's economic recovery, Megawati
\nSoekarnoputri, chairwoman of the Indonesian Democratic Party of
\nStruggle (PDI Perjuangan), announced on Thursday in her first
\nmajor speech since the June 7 general election.<\/p>\n
The four other pillars of the framework outlined in an
\nattachment to Megawati's speech include: containing social
\ndamage, restoring macroeconomic stability, freeing the national
\neconomic potential and restarting the economy.<\/p>\n
The document says an independent judicial system is vital for
\nguaranteeing legal certainty, restoring public and investor
\nconfidence and laying the foundations for sustainable growth.<\/p>\n
The attachment provides broad outlines on the strategic
\ndirection, objectives and program guidelines of PDI Perjuangan's
\nblueprint for Indonesia's economic recovery.<\/p>\n
The following are several excerpts from the attachment:<\/p>\n
Programs to create a clean and credible government will
\ninclude an audit of the personal assets of high officials and the
\nimposition of stringent integrity and moral requirements for high
\nofficials.<\/p>\n
Democratic institutions will be empowered by allocating an
\nadequate budget for the House of Representatives and expert
\nstaff, initiating legislation on the appointment of high
\nofficials and requiring the appointment of certain officials to
\nbe confirmed by the House.<\/p>\n
The court system will be reformed, the independence and
\nwelfare of judges will be improved, the professional and
\ntechnical competence of judges will be upgraded and the
\nappointment of chief justices has to be confirmed with the House
\nof Representatives.<\/p>\n
Monetary policies will focus on stabilizing the rupiah
\nexchange rate, reducing interest rates and keeping inflation low.<\/p>\n
Fiscal policies will emphasize reducing debt service burdens,
\nincreasing tax revenues, realigning expenditure and providing
\nstimuli for social development. Other measures in this area cover
\nthe privatization of state companies, restructuring foreign debt,
\nreforming the tax office and improving the welfare of civil
\nservants.<\/p>\n
Measures to restart the economy will include restructuring
\nfinancial institutions and private debts, improving corporate
\ngovernance, reforming capital and money markets and improving the
\nclimate for investment.<\/p>\n
Administrative decentralization to the regions will be
\nundertaken in a gradual manner and designed to enhance prudent
\nwealth distribution and unleash regional economic potential as
