        "content": "<p>PDI-P candidate loses, Mega stops inauguration<\/p>\n<p>Yuli Tri Suwarni and Azis Tunny, The Jakarta Post, Bandung\/Ambon<\/p>\n<p>The central government has delayed the inauguration of West Java<br>\ngovernor-elect Danny Setiawan and his deputy Nu&apos;man Abdul Hakim,<br>\nwithout explanation, but one legislator alleged that party<br>\npolitics and sour grapes were behind the move.<\/p>\n<p>The outgoing governor R. Nuriana&apos;s tenure was extended for a<br>\nmonth.<\/p>\n<p>President Megawati Soekarnoputri has yet to issue a decree on<br>\nthe inauguration of Danny and his deputy which was scheduled for<br>\nJune 9.<\/p>\n<p>The delay of the new governor&apos;s inauguration has raised<br>\nconfusion among local politicians, but according to Article 49 of<br>\nLaw No. 22 on regional autonomy the President has full authority<br>\nto accept or to reject governors elected by provincial<br>\nlegislatures.<\/p>\n<p>Nuriana, whose term of office was to officially end on June 8<br>\nreceived a telegram from Home Minister Hari Sabarno, which called<br>\nfor his tenure to be extended until July 8. He also must report<br>\nhis daily activities directly to the home minister and would not<br>\nbe allowed to make decisions on important matters.<\/p>\n<p>Nuriana confirmed on Monday that he received the telegram and<br>\nhe would hold a hearing with the council to discuss the agenda<br>\nfor the next month.<\/p>\n<p>Chairman of the provincial legislature Eka Santosa said he was<br>\nnot shocked by central government&apos;s decision as the home minister<br>\nhad signaled that a delay of the new governor&apos;s inauguration was<br>\npossible when the gubernatorial election committee met with him<br>\nin Jakarta recently.<\/p>\n<p>&quot;We will go to Jakarta immediately to get certainty of the new<br>\ngovernor&apos;s inauguration. The President has the authority to make<br>\nsuch a decision, but the council representing the West Java<br>\npeople has a right to question that decision,&quot; he said.<\/p>\n<p>Koerdi Moekri, deputy chairman of the provincial legislature,<br>\nexpressed his confusion over the central government&apos;s decision,<br>\nsaying a clear explanation about the delay of the new governor&apos;s<br>\ninauguration was urgent to avoid unrest among local people.<\/p>\n<p>A councillor who asked for anonymity said the delay was<br>\ndirectly related to the defeat of Indonesian Democratic Party of<br>\nStruggle (PDI Perjuangan) candidates in the gubernatorial<br>\nelection. Megawati is the chairwoman of PDI Perjuangan.<\/p>\n<p>Tayo Tarmadi and his running mate Rudy Harsa Tanaya were<br>\nnominated by PDI Perjuangan and the National Awakening Party<br>\n(PKB) but were defeated by Danny and Nu&apos;man who were nominated by<br>\nthe Golkar Party and United Development Party (PPP).<\/p>\n<p>Tayo garnered 39 of 100 votes while Danny received 49. As many<br>\nas eleven legislators, several of whom were believed to be PDI<br>\nPerjuangan councillors, abstained and another walked out without<br>\nvoting.<\/p>\n<p>In another local election, Maluku provincial legislature<br>\nchairman Zeth Sahuburua said that the council was making<br>\npreliminary preparations for the gubernatorial election which had<br>\nbeen delayed since September 2002 for security reasons.<\/p>\n<p>He said the council had made rulings on gubernatorial<br>\nelections and the election schedule that would be sent to the<br>\ncivilian emergency administration to gain approval.<\/p>\n<p>The central government appointed Sinyo Herman Sarundayang as<br>\nacting governor to replace Saleh Latuconsina whose term ended<br>\nlast September, until the council elects a permanent governor for<br>\nthe 2003-2008 period.<\/p>",
