PDI-P candidate loses, Mega stops inauguration<\/p>\n

The central government has delayed the inauguration of West Java
\ngovernor-elect Danny Setiawan and his deputy Nu'man Abdul Hakim,
\nwithout explanation, but one legislator alleged that party
\npolitics and sour grapes were behind the move.<\/p>\n
The outgoing governor R. Nuriana's tenure was extended for a
\nmonth.<\/p>\n
President Megawati Soekarnoputri has yet to issue a decree on
\nthe inauguration of Danny and his deputy which was scheduled for
\nJune 9.<\/p>\n
The delay of the new governor's inauguration has raised
\nconfusion among local politicians, but according to Article 49 of
\nLaw No. 22 on regional autonomy the President has full authority
\nto accept or to reject governors elected by provincial
\nlegislatures.<\/p>\n
Nuriana, whose term of office was to officially end on June 8
\nreceived a telegram from Home Minister Hari Sabarno, which called
\nfor his tenure to be extended until July 8. He also must report
\nhis daily activities directly to the home minister and would not
\nbe allowed to make decisions on important matters.<\/p>\n
Nuriana confirmed on Monday that he received the telegram and
\nhe would hold a hearing with the council to discuss the agenda
\nfor the next month.<\/p>\n
Chairman of the provincial legislature Eka Santosa said he was
\nnot shocked by central government's decision as the home minister
\nhad signaled that a delay of the new governor's inauguration was
\npossible when the gubernatorial election committee met with him
\nin Jakarta recently.<\/p>\n
"We will go to Jakarta immediately to get certainty of the new
\ngovernor's inauguration. The President has the authority to make
\nsuch a decision, but the council representing the West Java
\npeople has a right to question that decision," he said.<\/p>\n
Koerdi Moekri, deputy chairman of the provincial legislature,
\nexpressed his confusion over the central government's decision,
\nsaying a clear explanation about the delay of the new governor's
\ninauguration was urgent to avoid unrest among local people.<\/p>\n
A councillor who asked for anonymity said the delay was
\ndirectly related to the defeat of Indonesian Democratic Party of
\nStruggle (PDI Perjuangan) candidates in the gubernatorial
\nelection. Megawati is the chairwoman of PDI Perjuangan.<\/p>\n
Tayo Tarmadi and his running mate Rudy Harsa Tanaya were
\nnominated by PDI Perjuangan and the National Awakening Party
\n(PKB) but were defeated by Danny and Nu'man who were nominated by
\nthe Golkar Party and United Development Party (PPP).<\/p>\n
Tayo garnered 39 of 100 votes while Danny received 49. As many
\nas eleven legislators, several of whom were believed to be PDI
\nPerjuangan councillors, abstained and another walked out without
\nvoting.<\/p>\n
In another local election, Maluku provincial legislature
\nchairman Zeth Sahuburua said that the council was making
\npreliminary preparations for the gubernatorial election which had
\nbeen delayed since September 2002 for security reasons.<\/p>\n
He said the council had made rulings on gubernatorial
\nelections and the election schedule that would be sent to the
\ncivilian emergency administration to gain approval.<\/p>\n
The central government appointed Sinyo Herman Sarundayang as
\nacting governor to replace Saleh Latuconsina whose term ended
\nlast September, until the council elects a permanent governor for
\nthe 2003-2008 period.<\/p>",
