'PCSs must work with state firms'<\/p>\n
JAKARTA (JP): Any satellite-based personal communications
\nservices provider planning to enter the Indonesian market will be
\nrequired to work with the state-owned telecommunications
\noperators, a senior official said yesterday.<\/p>\n
\"Personal communications services (PCS) are categorized as a
\nbasic service, so that under the country's telecommunications
\nlaw, such a services must be run by state-owned companies,\"
\nMinistry of Tourism, Post and Telecommunications Secretary-
\nGeneral Jonathan L. Parapak said.<\/p>\n
He said that the involvement of private operators in the
\nIndonesian telecommunications industry will be permitted only on
\ncondition that such firms cooperate with the state-owned
\ncompanies under a joint-operation, joint-venture or management
\nagreement.<\/p>\n
\"The growth of PCS is very promising, as the price has dropped
\nsignificantly and there are many foreign operators are in the
\nIndonesian market,\" he said, adding: \"It's quite clear that
\nforeign operators should cooperate with the state-owned
\ntelecommunications firms.\"<\/p>\n
There are two state-owned telecommunications firms, PT
\nTelekomunikasi Indonesia (Telkom) which runs the domestic
\ntelecommunications business, and PT Indosat, which runs the
\ninternational telecommunications business.<\/p>\n
Several overseas PCS operators have expressed interest in
\nentering the Indonesian market. Most of those plan to launch
\nservices using either medium-earth or low-earth orbit satellites,
\nsome as early as the year 2000.<\/p>\n
Among the PCS operators which have approached Indonesian
\npartners are Globalstar, which has formed an alliances with
\nworld-class telecommunications firms; Odyssey Telecommunications,
\nwhich is run by TRW of the United States and Teleglobe of Canada;
\nand Inmarsat P, which is being developed by International
