        "content": "<p>The Bahtsul Masail Institute (LBM) of Nahdlatul Ulama (PBNU) has\ncalled for a comprehensive study regarding the government\u2019s plan to\nstandardise tobacco product packaging. The regulation is a derivative of\nGovernment Regulation (PP) Number 28 of 2024.<\/p>\n<p>LBM PBNU Chairman KH Mahbub Ma\u2019afi Romdhon stated that every public\npolicy should ideally be formulated by considering input from various\nstakeholders. \u201cIntellectual input must be considered,\u201d he said during a\nNational Halaqoh organised by the Association for the Development of\nPesantren and Society (P3M), quoted on Thursday.<\/p>\n<p>According to him, the drafting of the Minister of Health Regulation\n(RPMK) concerning the Inclusion of Health Warnings and Information on\nTobacco Products and Electronic Cigarettes must also consider the\nsustainability of communities that depend on the tobacco ecosystem.<\/p>\n<p>A similar view was expressed by legal expert from Sebelas Maret\nUniversity (UNS), Djatmiko Anom Husodo. He stated that every regulation\nneeds to be drafted with a policy impact analysis so that its\nimplementation remains proportional.<\/p>\n<p>\u201cThe principle of proportionality must be paramount, including the\nelement of prudence. This principle must not only be evidence-based but\nalso include public participation and transparency,\u201d Djatmiko said.<\/p>\n<p>He added that draft regulations related to the tobacco products\nindustry should also consider implementation aspects to avoid widespread\nimpacts on various parties connected in the ecosystem chain. \u201cThe\ntobacco products industry is a long-existing economic ecosystem, so the\nimpact of interests within it must be properly calculated. The knock-on\neffects and its connections to other parts of the IHT must all be\nprotected. The grandfather clause principle applies here,\u201d he said.<\/p>\n<p>The government is currently reviewing rules regarding the\nstandardisation of tobacco product packaging. The concept involves\nmaking logos, colours, and distinctive designs on tobacco product\npackaging more uniform. From a health perspective, this policy aims to\nreduce the appeal of the products, especially among young people.<\/p>",
