        "content": "<p>Member of the House of Representatives\u2019 Legislation Body (Baleg) DPR\nRI, Cindy Monica Salsabila Setiawan, emphasised that the passage of the\nDomestic Workers Protection Bill (RUU PPRT) represents a strategic step\nby the state to deliver social justice for domestic workers. This\nregulation is seen as a tangible manifestation of the state\u2019s presence\nafter more than two decades in which the domestic sector has existed in\na legal grey area. She added that the RUU PPRT is not merely\nadministrative but also serves as an indicator of the state\u2019s commitment\nto upholding humanitarian values. \u201cFor 22 years, the absence of legal\nprotection has left domestic workers vulnerable to practices of modern\nslavery, exploitation, and violence that are often invisible to the\npublic,\u201d said Cindy on Thursday, 23 April 2026. She explained that the\nnature of domestic work, which takes place in private spaces, results in\nminimal social and institutional oversight. This condition allows\nvarious violations of workers\u2019 rights to go undetected and without\nadequate protection. Cindy views the RUU PPRT as part of the state\u2019s\nefforts to humanise domestic workers. She stressed that this regulation\nposes a challenge to the nation\u2019s commitment to implementing\nconstitutional values, particularly regarding the protection of\ncitizens\u2019 rights. \u201cThe RUU PPRT is not just an administrative instrument\nbut a manifestation of our commitment to humanising people and realising\nsocial justice,\u201d she asserted. Furthermore, according to her, the\npassage of the RUU PPRT will strengthen the fulfilment of domestic\nworkers\u2019 constitutional rights, including the right to decent work and\nfair legal protection. Additionally, this regulation is expected to\nencourage a shift in societal perspectives towards the domestic workers\u2019\nprofession. Cindy also highlighted the importance of using terminology\nthat respects the dignity of domestic workers. In her view, the terms\npreviously used tend to be derogatory and do not reflect their position\nas citizens with equal rights. Baleg, she continued, has consistently\npushed for stronger protection of domestic workers through the\nfulfilment of basic rights, such as fair wages, humane working hours,\nand access to social security via BPJS Ketenagakerjaan and BPJS\nKesehatan. She hopes that the RUU PPRT can break the chain of oppression\nin the domestic sector that has long been hidden, while introducing more\njust and civilised work standards. \u201cThe passage of the RUU PPRT is an\ninevitability.
