The commitment of political parties that will contest next year's
\nelections to transparency is in doubt as they remain reluctant to
\ndisclose the source of their initial campaign funds to the
\nGeneral Elections Commission (KPU), a week after the deadline.<\/p>\n
KPU deputy chairman Ramlan Surbakti said all the 24 parties
\nhad submitted the bank accounts where they keep their campaign
\nfunds, but only eight had informed the KPU of the initial amount
\nof the funds.<\/p>\n
Ramlan identified the parties that had informed the KPU of the
\ninitial campaign funds in their accounts as follows: The
\nMarhaenisme Indonesian National Party (PNI Marhaenisme), the
\nSocialists Democratic Labor Party (PBSD), Crescent Star Party
\n(PBB), the United Development Party (PPP), the United Democratic
\nNationhood Party (PPDK), the Democratic Party, the Indonesian
\nDemocratic Vanguard Party (PPDI) and the Indonesian Nahdlatul
\nCommunity Party (PPNUI).<\/p>\n
Two parties, the Prosperous Justice Party (PKS) and the Reform
\nStar Party (PBR) that had submitted more than one account must
\ndecide to use only one account.<\/p>\n
Based on the Election Law, a party must separate the party's
\naccount and its campaign fund account.<\/p>\n
Ramlan said the KPU would send letters to those parties to
\nremind the parties of their responsibility to disclose the source
\nof their campaign funds as mandated by law.<\/p>\n
\"That information is important to detect the flow of the
\ncampaign funds of a party, which is subject to audit by public
\naccountants,\" he said.<\/p>\n
But he admitted the KPU could not do anything about the
\nparties' refusal to reveal the source of campaign funds as
\naccording to the Election Law the request is not binding.<\/p>\n
Observers have criticized the law for not encouraging
\ntransparency and accountability.<\/p>\n
Separately, chairman of the Maluku Regional Elections
\nCommission (KPUD) Tatuhey Jusuf Idrus said six major political
\nparties had threatened not to submit their lists of candidates
\nfor the provincial legislature following the House of
\nRepresentatives' failure to amend the Election Law.<\/p>\n
Chairman of Papua KPUD Ferry Kareth said major parties in
\nPapua were also disappointed but dismissed any move to disrupt
\nthe election schedule.<\/p>\n
KPU has allocated Maluku, Papua and North Sulawesi fewer seats
\nin the 2004 elections than in 1999 as they have to share their
\nseats with the new provinces that used to be part of them.<\/p>\n
Maluku will have four House seats at stake, down from six in
\n1999, Papua 10 from 13 and North Sulawesi six from seven.<\/p>\n
