        "content": "<p>Commission II of the House of Representatives (DPR) conducted a\nworking visit to PT Bank Sumut (Perseroda).<\/p>\n<p>The visit was attended by Deputy Interior Minister Bima Arya, North\nSumatra Governor Bobby Nasution, Chairman of the Board of Commissioners\nFirsal Ferial Mutyara, President Director Heru Mardiansyah, Compliance\nDirector Eksir, IT and Operations Director Sandhy Sofian, and various\nregional heads.<\/p>\n<p>The Chairman of the Commission II DPR Team, Bahtra Banong, stated\nthat Bank Sumut is a strategic regional-owned enterprise (BUMD) with a\nvital role in strengthening the regional economy\u2019s foundation,\nparticularly through contributions to Own-Source Regional Revenue (PAD)\nand financing of productive sectors.<\/p>\n<p>\u201cWith increasingly good governance, we are optimistic that Bank Sumut\nwill continue to increase its contributions, both in driving economic\ngrowth and expanding financial access for the community,\u201d Bahtra said at\nBank Sumut\u2019s head office in Medan on Wednesday, 1 April 2026.<\/p>\n<p>As a regional development bank, Bank Sumut is not only oriented\ntowards business performance but also functions as a catalyst for\ndevelopment. \u201cThere are several challenges, including governance,\ninternal controls, and performance. Some issues, such as credit\nmanagement, are also a concern. We emphasise that the community should\ntruly feel the benefits for the sustainability of the economy below,\u201d he\nrevealed.<\/p>\n<p>Bima Arya emphasised the importance of prioritising the middle to\nlower classes, good financial management, and effective governance as\nbenchmarks for strengthening BUMDs across regions. He revealed that the\ncentral government, together with the DPR, is preparing a new governance\nmodel through the BUMD Law.<\/p>\n<p>First, separation between financial functions and public services.\nSecond, separation of the regional government\u2019s roles as regulator and\ncapital owner. Third, more flexible access to capital and asset\nmanagement, not too rigid and stiff. All of this leads to more\naccountable governance and financial management.<\/p>\n<p>\u201cBank Sumut must become the locomotive of the regional economy. With\nstrong governance and sustainable transformation, BUMDs can become\neffective instruments in improving community welfare,\u201d he said.<\/p>\n<p>Bobby Nasution appreciated Bank Sumut\u2019s consistent and solid\nperformance. He affirmed that Bank Sumut has a key role in supporting\nthe regional development agenda, including strengthening the economy\nbased on local potential. \u201cWe encourage it to continue advancing,\nexpanding innovation, and strengthening contributions to economic\ngrowth,\u201d Bobby stated.<\/p>\n<p>Bank Sumut has so far run in line with government programmes.\nAlthough its position is still below BPDs in West Java, East Java,\nCentral Java, and DKI Jakarta, compared to other Sumatra regions, its\nperformance is still considered better. Therefore, Bobby hopes that the\npresence of legislators brings fresh wind for improving the governance\nand performance of the BUMD.<\/p>\n<p>\u201cThis certainly becomes a strength as well as an important note so\nthat Bank Sumut can increase dividends and become an independent\ncompany. With increased deposit interest rates, like larger BPDs or\nstate-owned banks with much stronger finances. The tendency is that BPDs\nrely more on regional governments to survive and obtain dividends. We\nconvey that North Sumatra as a large province with 33 regencies and\ncities has fiscal strength potential,\u201d Bobby said.<\/p>\n<p>Meanwhile, Bank Sumut President Director Heru Mardiansyah explained\nthat the company\u2019s performance in recent years has shown positive and\nsustainable trends. Asset growth exceeds the regional banking average,\nincreases in third-party funds, and credit expansion to productive\nsectors are strong indicators of growing public trust.<\/p>\n<p>\u201cBank Sumut continues to strengthen its role as a regional\ndevelopment agent. We focus on financing sectors that drive real\neconomic growth, especially MSMEs and regional flagship sectors,\u201d Heru\nsaid.<\/p>\n<p>Bank Sumut\u2019s transformation, Heru continued, is accelerated through\nservice digitalisation, strengthening human resource quality, and\nproduct innovation relevant to community and regional government needs.\nWith the spirit of \u201cChange, Grow, and Excel,\u201d Bank Sumut is committed to\ncontinuing as the engine of North Sumatra\u2019s economy, providing inclusive\nfinancial services, encouraging regional independence, and creating\nadded value for all stakeholders.<\/p>",
