        "content": "<p>Parliament is deemed not to need a new mechanism to delve into the\ncase of the acid splashing, allegedly involving caustic liquid, against\nKontraS activist Andrie Yunus. This follows revelations of the suspected\ninvolvement of four members of the Headquarters Detachment of the\nStrategic Intelligence Agency (Denma BAIS) of the TNI in the matter.<\/p>\n<p>According to intelligence observer Prof Muradi, the DPR, especially\nCommission I, can summon relevant parties within the national\nintelligence sphere. He emphasised that Commission I of the DPR, through\nSub-Commission I on Intelligence, has full authority to do so.<\/p>\n<p>Furthermore, the academic from Padjadjaran University explained that\nSub-Commission I on Intelligence of Commission I of the DPR has two\nsummoning options: confrontation and separate summons, against the\nrelevant parties.<\/p>\n<p>\u201cThey can be confronted directly in a closed meeting, or called one\nby one. It\u2019s just a matter of scheme, and the DPR should understand the\nmechanism,\u201d said Prof Muradi to Republika on Monday (23\/3\/2026).<\/p>\n<p>He explained that confrontation does not have to be interpreted as\nbringing together many parties at once. The DPR can start by summoning\none key actor to test their role and responsibility, particularly in the\ncontext of intelligence coordination.<\/p>\n<p>In this case, Muradi elaborated, Commission I of the DPR can summon\nthe Head of the State Intelligence Agency (BIN) to question how far BIN\nhas carried out its function of coordinating state intelligence with\nvarious other intelligence elements.<\/p>\n<p>According to Law No.\u00a017 of 2011 on State Intelligence, one of BIN\u2019s\nfunctions is to carry out the coordination of state intelligence. The\norganisers of state intelligence are not only BIN, but also TNI\nIntelligence, Polri Intelligence, Attorney General\u2019s Office\nIntelligence, and intelligence from ministries\/government\nnon-ministerial institutions.<\/p>\n<p>\u201cBecause so far, I note that post-New Order, deviant practices were\ncarried out not by BIN, but by the intelligence community. With the\ncurrent Intelligence Law, BIN\u2019s function is increasingly strategic, not\ntechnical,\u201d Muradi clarified.<\/p>\n<p>Meanwhile, the second option that Sub-Commission on Intelligence of\nCommission I of the DPR can take is separate summoning. In this case,\nthe DPR can first gather information from one party, then test and\ncompare it with statements from other parties in a different forum. This\nscheme is deemed effective for tracing the flow of coordination and\npossible deviations.<\/p>",
