        "content": "<p>Regarding the Circular from the Minister of Basic Education No.\u00a07 of\n2026, the Chair of DPR Commission X, Hetifah Sjaifudian, has asked the\ngovernment to ensure that the reorganisation of non-civil servant\nteachers is carried out gradually, in a measured manner, and\nprioritising the continuity of educational services in public schools.\nAccording to Hetifah, the Minister\u2019s Circular is part of the\nreorganisation of educators in accordance with the mandate of the ASN\nLaw, as well as the elimination of the term \u2018honorary teacher\u2019 starting\nin 2027 through a transition scheme to Government Employees with Work\nAgreements (PPPK).<\/p>\n<p>\u201cThe policy is part of the reorganisation of educators in accordance\nwith the ASN Law mandate, as well as the elimination of the \u2018honorary\nteacher\u2019 term starting in 2027 with a transition scheme to PPPK,\u201d she\nstated, as quoted from a written statement on Friday (15\/5).<\/p>\n<p>Furthermore, Hetifah assessed that the government\u2019s step in\nsimplifying the teacher civil service system deserves appreciation\nbecause it aims to create certainty of status and better governance of\neducators. However, she reminded that the implementation of the policy\nmust still consider the real conditions of education in the field.<\/p>\n<p>\u201cThe reorganisation of the system is indeed necessary so that the\nstatus and governance of educators become clearer. But the most\nimportant thing is to ensure that the transition process runs fairly and\ndoes not sacrifice the quality of educational services,\u201d she said.<\/p>\n<p>Currently, Hetifah continued, there are around 1.6 million non-civil\nservant teachers still referred to as honorary teachers. For years, they\nhave been an important part of maintaining national education,\nespecially in remote areas, 3T regions, and schools that still face\nshortages of civil servant teachers. Therefore, she warned that without\nanticipatory steps in the form of large-scale ASN and PPPK recruitment,\nmany schools could face educator shortages.<\/p>\n<p>\u201cMany schools to this day still rely on non-civil servant teachers.\nIf this transition is not prepared well, we are concerned that school\noperations could be disrupted and ultimately students will be the most\naffected,\u201d she said.<\/p>\n<p>Hetifah assessed that the issue of teacher distribution remains a\nmajor homework for the government. She asked the central and regional\ngovernments to immediately conduct a more accurate mapping of teacher\nneeds based on the real conditions of each region.<\/p>\n<p>\u201cWe cannot view education issues uniformly. There are regions that\nrelatively have enough teachers, but many areas are very dependent on\nnon-civil servant personnel to keep the teaching and learning process\nrunning,\u201d she said.<\/p>\n<p>In addition to pushing for accelerated ASN recruitment, Hetifah also\nwelcomed the part-time PPPK option prepared by the government as a\ntemporary transition scheme related to the honorary teacher issue.\nAccording to her, this step can be a solution so that schools do not\nexperience teacher vacancies during the reorganisation process.<\/p>\n<p>\u201cThe part-time PPPK scheme can be a temporary solution to maintain\nthe continuity of learning, especially in areas that still lack\neducators,\u201d she said.<\/p>\n<p>Nevertheless, she emphasised that the government must still have a\nclear roadmap towards full-time ASN appointments accompanied by welfare\nguarantees, status certainty, and work protection for honorary teachers.\n\u201cDo not let it just change the nomenclature without solving the\nfundamental problems that teachers have faced so far. The state must\nprovide certainty to those who have long served in the world of\neducation,\u201d she added.<\/p>",
