Parks official flatly denies BPK reports<\/p>\n

The head of the City Parks Agency, Mauritz Napitupulu, rejected
\non Tuesday a report by the Supreme Audit Agency (BPK) that it had
\nfound irregularities in the agency worth Rp 11.36 billion related
\nto 2002 budget spending.<\/p>\n
Mauritz said that his office would not follow up on the BPK
\nfindings because no discrepancies had occurred in the agency's
\nprojects.<\/p>\n
\"I don't understand why the BPK released the report ... it was
\na report made without any confirmation from us,\" Mauritz told the
\nmedia at City Hall.<\/p>\n
The BPK findings were based on the audit of the City Parks
\nAgency's Rp 83.88 billion spending for the year.<\/p>\n
The BPK categorized the Rp 11.36 billion of irregularities
\ninto city losses of Rp 908.74 million, money lost due to
\ninefficiency Rp 440.3 million and other irregularities of more
\nthan Rp 10 billion.<\/p>\n
As an example, the BPK audited the Rp 8.85 billion cost of
\nfencing in the National Monument (Monas) Park and found that the
\nproject was tendered through unhealthy competition.<\/p>\n
It says that companies participating in the tender and the
\ntender committee at the City Parks Agency had arranged the
\noutcome of the tender. It also questioned why two of the three
\nwinners of the project came from companies owned by the same
\nperson.<\/p>\n
Such a bidding mechanism violated a joint decree signed by the
\nminister of finance and head of the National Development Planning
\nAgency on technical guidance for the procurement of goods and
\nservices at government agencies.<\/p>\n
The BPK also found the quality of materials used in the
\nproject was not the same as the stated specifications. According
\nto the BPK, the total value of irregularities in the Rp 8.85
\nbillion Monas fencing project was Rp 1.14 billion.<\/p>\n
Other irregularities were also found by the BPK in the
\nupgrading of a green zone along Muara Angke River, the
\nprocurement of park equipment and in a project at the agency's
\nbreeding center.<\/p>\n
According to Mauritz, the BPK report was a result of
\nincomplete work that lacked accuracy. \"I think the BPK worked in
\nhaste as the House of Representatives was waiting for its
\nreport,\" Mauritz said.<\/p>\n
Most officials in the city administration played down the BPK
\nreport, which revealed total irregularities of Rp 820 million in
\neight city administration institutions and four city-owned
\ncompanies.<\/p>\n
Governor Sutiyoso has criticized the BPK report, calling it
\nillogical and slanderous.<\/p>\n
The eight institutions are Central Jakarta and North Jakarta
\nmayoralties, the City Land Transportation Agency, City Education
\nand Training Office, City Tourism Agency, City Population and
\nCivil Registration Agency, Religion and Education Office and the
\nCity Parks Agency.<\/p>\n
The four city-owned companies are the PT Bank DKI, PT Food
\nStation Tjipinang Jaya (a rice market), city property company PT
\nJakarta Propertindo and Ragunan Zoo.<\/p>",
