        "content": "<p>Papuan leaders want troops withdrawn<\/p>\n<p>Kurniawan Hari, The Jakarta Post, Jakarta<\/p>\n<p>Leading Papuan figures urged President Megawati Soekarnoputri on<br>\nThursday to declare the province a peace zone and pull out all<br>\ntroops recruited from outside the province.<\/p>\n<p>\"For the sake of peace, troops recruited from outside the<br>\nprovince should be pulled out of Papua,\" said Rev. Agustin<br>\nIwangin Tanamal at a meeting with House Speaker Akbar Tandjung<br>\nand legislators Astrid S. Susanto and Syaiful Rachman here.<\/p>\n<p>The military has been accused of committing gross human rights<br>\nviolations in Papua, where a low-level secessionist movement has<br>\nbeen fighting for independence.<\/p>\n<p>According to Agustin, most human right abuses and violations<br>\nof tribal rights were conducted by nonlocal personnel. No<br>\nimmediate information on the number of nonlocal troops in Papua<br>\nis available.<\/p>\n<p>Agustin and 19 Papuan leaders came here to seek an explanation<br>\nfrom Jakarta over the murder of proindependence Papuan leader and<br>\nPapuan Council Presidium (PDP) chief Theys Hiyo Eluway and the<br>\ndisappearance of his driver Aristoteles Masoka in November last<br>\nyear.<\/p>\n<p>Delegation members included chief of the Sentani tribe<br>\nPhilippus Suebu, secretary-general of PDP Thaha Al Hamid, scholar<br>\nPhil Erari and Yorris Raweyai, who was a supporter of the New<br>\nOrder regime.<\/p>\n<p>Theys was found dead in his car in Koya Tengah village, near<br>\nthe provincial capital Jayapura, hours after attending a Heroes<br>\nDay celebration at the Army's Special Force (Kopassus) compound.<\/p>\n<p>Many believe that Theys was killed by Kopassus personnel.<\/p>\n<p>After six months and the establishment of three different<br>\nteams by the government, the murder remains a mystery.<\/p>\n<p>\"Details of the murder should be disclosed. The government<br>\nshould not merely pay lip service to the people,\" said Agustin.<\/p>\n<p>Philippus Suebu called on the government to return to local<br>\ntribes land that was confiscated by state agencies and the<br>\nmilitary.<\/p>\n<p>According to Suebu, Papua was peaceful until the military<br>\ndeployed troops there.<\/p>",
