        "content": "<p>PAP programs for female workers headed for abroad<\/p>\n<p>JAKARTA (JP): Female workers who will be sent overseas will<br>\nagain have the chance to prepare themselves with skills and<br>\ninformation through the reinstated training session (PAP)<br>\norganized by non-governmental organizations to avoid possible<br>\ncases of abuse and scam.<\/p>\n<p>\"The session, held for three to four days prior to their<br>\ndeparture, is a final checkpoint on their readiness to work<br>\nabroad,\" coordinator of PAP training Giwo Rubianto Wiyogo told<br>\nmedia on Monday.<\/p>\n<p>The PAP session, initiated by the Indonesian Women's Congress<br>\n(Kowani) -- which comprises 77 female organizations -- will equip<br>\nfemale workers with basic information and education to protect<br>\nthem.<\/p>\n<p>Among the materials given are self-defense, sexual education,<br>\nfaith and religion, language, information about Indonesia's<br>\nconsulate or embassy and details on their working contacts.<\/p>\n<p>Giwo charged that despite the numerous reports of abuse and<br>\nlegal difficulties faced by Indonesian female workers abroad, the<br>\ngovernment has never done anything decisive about resolving it,<br>\nshe said.<\/p>\n<p>\"The number of sexual, physical assaults and robberies towards<br>\nfemale workers are very high. Therefore in this scheme the<br>\nworkers will undergo a PAP session after their two-week work<br>\ntraining held at training workshops.<\/p>\n<p>\"We pushed for the PAP session since many workshops were<br>\nnothings more than rip-offs...In some case the workers never even<br>\nreceived any training and it was just a formality while their<br>\ncontract and working permits are being held up by some officials<br>\nat PJTKI (Labor Exporters Association),\" Giwo said.<\/p>\n<p>The training sessions, which in Jakarta will be held at Asrama<br>\nHaji Pondok Gede in East Jakarta, holds between five to 20<br>\nclasses per day with around 60 prospective workers per class.<\/p>\n<p>The session will also include free medical training, held in<br>\ncooperation with the Cipto Mangunkusumo General Hospital (RSCM),<br>\nfor those who will work as paramedics, nurses or baby sitters,<br>\nKowani chairwoman Inne Soekaryo said.<\/p>\n<p>\"Eighty percent of the laborers, however, are housemaids. We<br>\ncannot just let PJTKI or other interested parties take advantage<br>\nof the workers' ignorance. Those workers have been cheated for<br>\ntoo long,\" Inne said.<\/p>\n<p>The PAP sessions were first held in December 1999; however<br>\nthey were suspended earlier this month after intensive lobbying<br>\nfrom several labor exporter companies which felt disturbed by<br>\ntheir existence, Inne said.<\/p>\n<p>\"Those labor exporters were disturbed since through the<br>\nsession the workers were becoming better aware about their rights<br>\nand dared to demand fair treatment,\" she added.<\/p>\n<p>She claimed that the session was again allowed to operate<br>\nafter the Directorate General for Workers' Training and Plotting<br>\n(Binapenta) learnt about the real situation.(edt)<\/p>",
