Starting mid-May, this rule will be
fully enforced,” she said.

According to her, the sanction implementation mechanism has been
consulted with the Regional Financial and Asset Management Agency
(BPKAD), the Financial Audit Board (BPK), and the Corruption Eradication
Commission (BPKP) to ensure technical accountability in the field.

In addition to administrative fines, Pemkot Palembang has prepared
social sanctions for violators, such as the obligation to clean places
of worship or paint public facilities like sidewalks.

To support direct enforcement of the regulation, the Civil Service
Police Unit (Satpol PP) will deploy special vehicles to conduct mobile
hearings for minor criminal offences at the violation sites.

The government also plans to provide incentives or rewards to
residents who report individuals dumping rubbish into rivers or other
public places.

“People who witness violations directly can report them and will
receive a reward. I have requested the preparation of a decree (SK) as
the technical basis to ensure implementation does not violate rules,”
said Ratu Dewa.

The enforcement of this perda involves all relevant regional
apparatus organisations (OPD) to ensure Palembang is free from rubbish,
from the smallest environmental levels to the city centre.
",
