        "content": "<p>An oxygen management company, PT Citra Oasis Alkesindo, has come\nunder scrutiny after it was discovered to hold only a basic\nenvironmental permit in the form of a Statement of Environmental\nManagement Capability (SPPL), despite its business activities being\nassessed as posing a high risk to the environment.<\/p>\n<p>The clarification was delivered directly by the Kubu Raya Regency\nEnvironmental Agency (DLH) through an official letter dated 22 May 2025,\naddressed to the Chairman of DPD AWII West Kalimantan. The letter\nexplained that based on DLH records, PT Citra Oasis Alkesindo is not\nregistered as holding an environmental permit in either the AMDAL\n(Environmental Impact Assessment) or UKL\/UPL (Environmental Management\nand Monitoring Efforts) categories.<\/p>\n<p>Under Minister of Environment and Forestry Regulation Number 4 of\n2021, business operations with the potential for moderate to high\nenvironmental impact should hold either an AMDAL or UKL\/UPL permit.\nHowever, the DLH stated that the SPPL was issued automatically through\nthe Online Single Submission (OSS) system for activities deemed to have\nlow or insignificant impact.<\/p>\n<p>\u201cThe company is not registered as holding an AMDAL or UKL\/UPL\npermit,\u201d the letter stated.<\/p>\n<p>Nevertheless, the DLH affirmed that environmental management\nobligations remain in force for SPPL holders, and they may still be\nsubject to administrative sanctions in the event of violations or\nenvironmental damage.<\/p>\n<p>In response, a number of parties have questioned the permit\nclassification held by PT Citra Oasis Alkesindo, given that oxygen\nmanagement \u2014 whether for medical or industrial purposes \u2014 involves\nhigh-pressure materials that can technically pose environmental and\noccupational safety risks.<\/p>\n<p>The Chairman of DPD AWII West Kalimantan stated that his organisation\nwould conduct further investigation and push for a review of the\ncompany\u2019s environmental permit classification. \u201cIf the company\u2019s\nactivities are proven to have moderate to high impact, then the permit\nneeds to be upgraded to UKL\/UPL or AMDAL, not just an SPPL,\u201d he\nsaid.<\/p>\n<p>Field investigation and requests for additional data from the OSS\nsystem and the Kubu Raya Investment and One-Stop Integrated Services\nAgency (DPMPTSP) will be carried out to verify the validity of the\npermit classification granted to PT Citra Oasis Alkesindo.<\/p>\n<p>The case reflects the importance of accurate environmental permit\nclassification in preventing negative impacts on ecosystems and\nsurrounding communities. Local governments are expected not to rely\nsolely on the OSS system but to actively conduct field verification of\nbusiness activity types and scales.<\/p>",
