John Field, owner of Blueray Cargo, along with two associates, has been charged with bribery and gratification totalling Rp63.15 billion to expedite import clearances for their goods through the Directorate General of Customs and Excise. The scheme involved seven payments in Singapore dollars worth Rp61.3 billion, plus luxuries like entertainment facilities, a Tag Heuer watch, and a Mazda CX-5 vehicle, given to five customs officials to manipulate targeting rules and bypass detailed inspections. This case highlights ongoing corruption issues within Indonesia's customs authority, potentially undermining fair trade practices and revenue collection.

Jakarta (ANTARA) - The owner of Blueray Cargo, John Field, has been
charged with providing bribes and gratifications totalling Rp63.15
billion to several officials in the Directorate General of Customs and
Excise under the Ministry of Finance, in an alleged corruption case
within the customs authority from 2025 to 2026.

Prosecutor Surya Dharma Tanjung from the Corruption Eradication
Commission (KPK) explained that the bribes and gratifications were given
jointly with Dedy Kurniawan, the Operational Manager for Customs
Clearance at Blueray Cargo Port, and Andri, the Head of the Import
Documentation Team at Blueray Cargo.

“The bribes were given with the aim of having the Customs and Excise
Service facilitate the faster release of Blueray Cargo Group’s imported
goods from the supervision process in the Customs section of the
Directorate General of Customs and Excise,” the prosecutor stated during
the reading of the indictment at the Corruption Court in the Central
Jakarta District Court on Wednesday.

The prosecutor detailed that the bribes and gratifications included
bribes in Singapore dollars amounting to Rp61.3 billion, along with
gratifications in the form of entertainment facilities and luxury goods
worth Rp1.85 billion.

The customs officials allegedly receiving the bribes or
gratifications are Rizal, Orlando Hamonangan, Fillar Marindra, Sisprian
Subiaksono, and Enov Puji.

The prosecutor stated that the Singapore dollar bribes were given
seven times to these five customs officials, while the gratifications
consisted of entertainment facilities worth Rp1.45 billion, a Tag Heuer
watch worth Rp65 million to Orlando, and a Mazda CX-5 vehicle worth
Rp330 million to Enov.

For their actions, the defendants face penalties under Article 605
paragraph (1) letter a or Article 606 paragraph (1) in conjunction with
Article 20 letter c jo. Article 126 paragraph (1) of the National
Criminal Code in conjunction with Article VII numbers 48-49 of Law
Number 1 of 2026 on Penal Adjustment.

Subsequently, there was a meeting between Dedy and Andri with Orlando
and Fillar, respectively as implementers in the Subdirectorate of
Intelligence of the Directorate of Enforcement and Investigation of the
Directorate General of Customs and Excise of the Ministry of Finance, in
August 2025.

In that meeting, John conveyed to Orlando regarding the increasing
condition of Blueray Cargo’s imported goods shipments entering the “red
lane” and being subject to dwelling time, or the waiting period for
containers at the port.

In response, Orlando said that John should subsequently coordinate
with Fillar. To accommodate John’s request, Orlando instructed Fillar to
prepare a rule set for targeting or targeting rules set by regulations,
with parameters based on the Directorate General of Customs and Excise
database.

“The targets were made by adjusting the red lane percentage for
high-risk importers, one of which is Blueray Cargo,” the prosecutor
revealed.

Fillar then sent the Goods Import Notification (PIB) document to
Dedy, which contained the Directorate General of Customs and Excise
database documents, which are confidential data, mentioning the names of
importers entering the “red lane” or “green lane” based on the targeting
rule set from the office note of the Directorate of Enforcement and
Investigation of the Directorate General of Customs and Excise.

Dedy then processed and modified the document as a reference for
initial information in selecting low-risk sea ports, which was
subsequently used as the basis for Blueray Cargo in determining the
choice of access for shipments through the “green lane”.

Thus, Blueray Cargo’s imported goods could be released more quickly
from the supervision process in the customs section of the Directorate
General of Customs and Excise.

Regarding the release process of Blueray Cargo’s goods, it was
mentioned that they were always facilitated by Rizal, Sisprian as Head
of the Subdirectorate of Intelligence of the Directorate of Enforcement
and Investigation of the Directorate General of Customs and Excise, and
Orlando, without conducting detailed supervision and examination
processes.

“With the intention of facilitating the faster release of Blueray
Cargo’s imported goods from the supervision process in the customs
section of the Directorate General of Customs and Excise, the three
defendants have given amounts of money to officials in the Directorate
General of Customs and Excise,” the prosecutor added.
",
