Security is a luxury has been the title of a subject talked
\nabout in recent publications of numerous mass media. Believe it
\nor not, it is indeed a reality for the majority of Indonesians in
\nseveral areas. It's tragic, but I don't know which phrase could
\nbe best used to describe the current situation. Perhaps it's
\nwrong to compare the current condition to a life in the
\nwilderness, because the law is nothing but a series of words
\nincapable of properly protecting people. Many parties, including
\nthose institutions upholding the law and tricky lawyers who can
\ntwist words and facts so truth and slyness are hard to discern,
\ntake part in this decay of the law. Everybody thinks he has the
\nright to seek justice according to his own version.<\/p>\n
Everything has happened like that, but will it last? Of
\ncourse, we don't expect as such. And remedial attempts are there
\nalready, one of which is the police's determination to become a
\nprofessional civil administration in its task of maintaining
\ndomestic security. We do expect that there will be a result from
\nthe determination, but to gain professionalism, the police must
\nfully focus their attention on their main duties, i.e. to
\nestablish domestic security, a very heavy responsibility. To this
\nend they are expected not to be distracted by side duties, such
\nas traffic problems.<\/p>\n
How often have we heard that a lot of manpower is used for
\nperforming these side duties, and energy is spent only to
\nminimize or clarify the problems of unofficial fees? Remember,
\nthe Ministry of Communications and its relevant sub-institutions
\nare there to handle the traffic problems!<\/p>\n
How much manpower could be saved if the \"back to basic\" policy
\nwas observed! Furthermore, manpower could be fully deployed to
\ncreate security for the public, which is desperately needed for
\nprompt realization. So all the complaints of a shortage of
\nmanpower can be solved, and nationally it would be highly
\nefficient as it would slash the overlapping of task
\nimplementations.<\/p>\n
