        "content": "<p>Overlapping of duties<\/p>\n<p>From Media Indonesia<\/p>\n<p>Security is a luxury has been the title of a subject talked<br>\nabout in recent publications of numerous mass media. Believe it<br>\nor not, it is indeed a reality for the majority of Indonesians in<br>\nseveral areas. It's tragic, but I don't know which phrase could<br>\nbe best used to describe the current situation. Perhaps it's<br>\nwrong to compare the current condition to a life in the<br>\nwilderness, because the law is nothing but a series of words<br>\nincapable of properly protecting people. Many parties, including<br>\nthose institutions upholding the law and tricky lawyers who can<br>\ntwist words and facts so truth and slyness are hard to discern,<br>\ntake part in this decay of the law. Everybody thinks he has the<br>\nright to seek justice according to his own version.<\/p>\n<p>Everything has happened like that, but will it last? Of<br>\ncourse, we don't expect as such. And remedial attempts are there<br>\nalready, one of which is the police's determination to become a<br>\nprofessional civil administration in its task of maintaining<br>\ndomestic security. We do expect that there will be a result from<br>\nthe determination, but to gain professionalism, the police must<br>\nfully focus their attention on their main duties, i.e. to<br>\nestablish domestic security, a very heavy responsibility. To this<br>\nend they are expected not to be distracted by side duties, such<br>\nas traffic problems.<\/p>\n<p>How often have we heard that a lot of manpower is used for<br>\nperforming these side duties, and energy is spent only to<br>\nminimize or clarify the problems of unofficial fees? Remember,<br>\nthe Ministry of Communications and its relevant sub-institutions<br>\nare there to handle the traffic problems!<\/p>\n<p>How much manpower could be saved if the \"back to basic\" policy<br>\nwas observed! Furthermore, manpower could be fully deployed to<br>\ncreate security for the public, which is desperately needed for<br>\nprompt realization. So all the complaints of a shortage of<br>\nmanpower can be solved, and nationally it would be highly<br>\nefficient as it would slash the overlapping of task<br>\nimplementations.<\/p>\n<p>A.
