        "content": "<p>Deputy Coordinating Minister for Law, Human Rights, Immigration, and\nCorrections Otto Hasibuan stated that overcrowding in correctional\nfacilities and detention centres cannot be viewed solely as a problem of\nlimited housing capacity. During an audience with the Joint Social\nEnterprise for Correctional Inmates (BERSAMA) in Jakarta on Wednesday,\nhe explained that the issue of prison overcrowding is closely related to\nthe influx of cases, particularly narcotics offences. \u201cThe solution must\nstart from the upstream level through prevention, rehabilitation, and\nmore targeted law enforcement coordination,\u201d he said. He added that this\nproblem requires joint efforts across ministries, institutions, and\ncommunity elements. The current conditions have led to overcapacity\nlevels reaching 80 percent. Of this figure, inmates dominate with\n217,149 people or 79.16 percent, while detainees number 57,249 people or\n20.84 percent. The narcotics issue is a primary concern as it remains\nthe largest contributor to the prison population. Data shows that\nnarcotics cases account for 147,849 people or 53.81 percent of the total\npopulation. From 2020 to 2025, narcotics cases have consistently\naccounted for more than half of the correctional population. \u201cWe cannot\nwork alone. Handling narcotics must be done together with the police,\nprosecutors, relevant ministries and institutions, and actively involve\nthe community,\u201d he said. The Deputy Coordinating Minister affirmed that\nthe Coordinating Ministry for Law, Human Rights, Immigration, and\nCorrections will optimise its functions of coordination,\nsynchronisation, and policy control to ensure that the handling of\nprison overcrowding runs more comprehensively. He stated that all\nparties need to ensure that medical rehabilitation, social\nrehabilitation, and restorative justice for drug abusers in the user\ncategory can run more effectively. Those who are not dealers, he\ncontinued, should be directed towards a recovery approach, rather than\nsimply adding to the burden of the correctional housing system.\nTherefore, he added, handling the issue requires the active involvement\nof all elements of society. Budiharjo also conveyed that his\norganisation already has 1,000 Anti-Narcotics Volunteers who act as\ngovernment partners in strengthening education, prevention, and\ncommunity awareness regarding the dangers of drug abuse down to the\nneighbourhood and community unit levels. To strengthen the effectiveness\nof this programme, BERSAMA proposed that the Coordinating Ministry\ncoordinate synergy in handling narcotics involving nine related\nministries and one agency.
