Operation Zebra has been run several times, with the aim of
\nbringing order to traffic. The action is expected to also bring a
\nsense of order to pedestrians, at least for as long as the
\noperation lasts.<\/p>\n
However, it appears the campaign is being ignored by
\npedestrians, who have long been in the habit of crossing roads
\nwithout considering the safety of others. In other words, they
\nare used to ignoring regulations.<\/p>\n
Just take a look at Medan's roads, for instance. In spite of
\nthe present traffic drive, drivers of public transportation still
\nstop and pick up passengers anywhere they like. Motorcyclists
\nstill drive around wearing no helms, becak drivers still drive
\nagainst oncoming traffic on one-way roads without lights in the
\nevening, while traffic lights at crossroads are still ignored by
\ndrivers most of the time. Many jaywalkers do not fear the law
\nbecause punishment is rarely meted out, even if traffic police
\nwitness the offense.<\/p>\n
During Operation Zebra, police busy themselves with license
\nand roadworthy checks. People are now wondering if Operation
\nZebra was set up to check drivers on public roads, or to check
\nthe validity of car registration and ownership. Is the operation
\nmeant to minimize traffic accidents, or take action against
\nunruly drivers?<\/p>\n
There is still another question: why is order in the traffic
\nsystem only executed when Operation Zebra is on (once in so many
\nmonths) while traffic violations happen every minute in the
\npresence of traffic police?<\/p>\n
