Indonesia's Customs Service has clarified the procedures for physically inspecting imported packages to ensure the accuracy of declarations and prevent illegal or prohibited goods from entering the country, emphasising that postal operators handle the opening and repacking under customs supervision. Officials stressed that customs officers do not open packages themselves without the presence of postal representatives, promoting transparency through online tracking and a dedicated complaint hotline. This standardisation aims to protect national interests while providing legal certainty to the public amid occasional reports of damaged or opened parcels upon delivery.

REPUBLIKA.CO.ID, JAKARTA - In carrying out its supervisory function
over the inflow of goods from abroad, Customs has provided an official
explanation regarding the condition of shipment packaging that is
sometimes received by the public in an incomplete or opened state.

Head of the Subdirectorate of Public Relations and Outreach for
Customs, Budi Prasetiyo, emphasised that physical inspection of shipped
goods is a crucial supervisory instrument. This step is taken to ensure
the accuracy of goods data and prevent the entry of illegal, dangerous
commodities, or those in prohibited and restricted categories, such as
narcotics and firearms.

Physical Inspection Mechanism and Division of Authority

According to Budi, it is important for the public to understand that
in the physical inspection process, there is a strict division of roles
regulated in accordance with legal provisions. First, postal operators
(Pos Indonesia or private couriers), who bear full responsibility for
preparing the goods, opening the packaging, and repacking after the
inspection is complete.

Second, Customs Officials, who act as supervisors conducting checks
on the suitability of the type, quantity, and specifications of the
goods based on the notified data (customs declaration).

“Customs Officials are not permitted to open the goods packaging
themselves without the presence of the postal operator party. The entire
technical process of handling the physical goods is under the authority
of the delivery service provider or postal operator,” he explained.

Transparency of Status and Complaint Services

As a form of commitment to transparency and public service, Customs
provides facilities for goods owners to independently monitor the
customs process through Goods Status Checking. Thus, the public can
monitor the position and status of shipment documents in real-time via
the official website www.beacukai.go.id and the Information and
Complaint Service Facility. In case of discrepancies or obstacles in the
customs process, the public can contact Bravo Customs at 1500225.

Advice for Goods Recipients

If goods are received in a damaged condition or with incomplete
packaging, Customs urges recipients to immediately coordinate with the
postal operator party. This is important to ensure whether the damage
occurred during the shipping process, the physical inspection process,
or the final distribution.

Through this procedure standardisation, Customs ensures that the
supervisory function is carried out professionally, transparently, and
accountably to protect national interests and provide legal certainty
for the public.
",
