Aipda Robig Zaenudin, the convicted police officer who fatally shot student Gamma Rizkynata Oktafandy and injured two others in Semarang in November 2024, has been officially dismissed from the Indonesian National Police (Polri) effective 18 February 2026, following a decision by the Polri Ethics Code Commission upheld after an appeal. His dismissal comes amid suspicions of him orchestrating drug distribution from inside prison, leading to his transfer from Semarang's Class I Penitentiary to Nusakambangan after testing positive for narcotics during an inspection. This case underscores ongoing issues of police accountability and prison security in Indonesia, with investigations continuing into Robig's alleged drug involvement.

Convicted in the shooting of SMKN 4 Semarang student Gamma Rizkynata
Oktafandy, Aipda Robig Zaenudin has been officially dismissed as a
member of the Indonesian National Police (Polri). The dismissal occurred
shortly after his transfer from Class I Semarang Penitentiary to
Nusakambangan Penitentiary due to suspicions of controlling drug
distribution from within the prison.

“Robig is no longer a Polri member. As of 18 February 2026, he has
been officially dismissed,” stated the Head of Public Relations of
Central Java Police (Polda Jateng), Kombes Pol Artanto, during an
interview at Polda Jateng headquarters in Semarang on Friday
(24/4/2026).

Artanto explained that the decree from the Central Java Police Chief
regarding Robig’s dismissal or dishonourable discharge (PTDH) was
directly handed to his family. “On 18 February, the PTDH decree was
received by the family. Without a ceremony, it was officially delivered.
Personnel from Semarang Police Headquarters HR visited the family and
handed over the decree,” he said.

Robig was decided for PTDH by the Polri Ethics Code Commission (KKEP)
on 9 December 2024. He appealed the decision, but it was rejected. Thus,
Robig was officially dismissed one year and two months after the PTDH
decision.

Robig has now been transferred to Nusakambangan Penitentiary. The
transfer was due to suspicions that he was controlling drug distribution
from inside the prison.

Artanto revealed that on 19 January 2026, the Central Java Police
Narcotics Directorate (Ditresnarkoba Polda Jateng) along with the
Central Java Regional Office of the Directorate General of Corrections
conducted an inspection at Class I Semarang Penitentiary. “During the
examination, Robig was found to be in an unstable condition or the
individual was in a precarious state,” Artanto said.

Noticing the irregularity in Robig’s condition, officers searched his
detention room and conducted a urine test on him. “It was found that
Robig tested positive for drugs,” Artanto stated.

Nevertheless, Artanto added, the search did not uncover drugs or
other prohibited items such as mobile phones or gadgets in Robig’s cell.
“However, his unstable physical symptoms raised suspicions from both the
police and prison authorities regarding the individual. Therefore, a
urine test was immediately conducted,” he explained.

Artanto said the case is still under investigation by Ditresnarkoba
Polda Jateng. “Whether the individual is acting as a distributor or
merely a user is being thoroughly examined by the Central Java Police
Narcotics Directorate, and we await the investigation results,” he
said.

When asked about the type of drug Robig consumed, Artanto could not
yet answer. He stated that it is still being investigated by
Ditresnarkoba Polda Jateng. “But the urine test was positive for drugs.
Whether it’s methamphetamine or another drug, we are still inquiring,”
he said.

Artanto disclosed that Robig was transferred from Class I Semarang
Penitentiary to Nusakambangan on 4 February 2026. Artanto assured that
Polda Jateng will process Robig legally, including if he is proven to
have controlled drug distribution from the prison.

“Of course, anyone who commits a drug-related criminal offence will
be processed legally. We will see the developments of the investigation
by the Narcotics Directorate regarding Robig,” he said.

Head of Class I Semarang Penitentiary Ahmad Tohari confirmed that
Robig’s transfer to Nusakambangan was prompted by the drug control case.
“Class I Semarang Penitentiary received several complaints from the
public regarding allegations of drug control outside the prison by one
of the inmates named Robig Zaenudin,” Tohari stated in his comments
obtained by Republika on Thursday (23/4/2026).

He added that a few days later, Ditresnarkoba Polda Jateng examined
Robig. “Therefore, as a precautionary measure against this issue, Class
I Semarang Penitentiary took swift action to transfer the inmate to
Class IIa Gladakan Nusakambangan Penitentiary to prevent potential
disruptions to security and order,” Tohari said.

Tohari revealed that 40 inmates, including Robig, were transferred
from Class I Semarang Penitentiary to Nusakambangan Penitentiary. The
transfer took place on 4 February 2026.

Twenty inmates were sent to Class IIa Gladakan Nusakambangan
Penitentiary. The remainder went to Class IIb Nirbaya Nusakambangan
Penitentiary. The transfer of the prisoners was carried out based on the
Decree of the Head of the Central Java Directorate General of
Corrections Regional Office Number: WP.13-PK.03.02-29 dated 30 January
2026.

Aipda Robig Zaenudin was a member of the Narcotics Sub-Directorate of
Semarang Police Headquarters. On 24 November 2024, he shot three SMKN 4
Semarang students. One of the victims, Gamma Rizkynata Oktafandy (17
years old), died in the incident.

On 8 August 2025, the panel of judges at the Semarang District Court
(PN) sentenced Aipda Robig to 15 years in prison. He was declared
legally and convincingly guilty in the shooting of three SMKN 4 Semarang
students, which resulted in the death of one victim, Gamma Rizkynata
Oktafandy.

The panel of judges stated that Aipda Robig was proven to have
violated Article 80 paragraph (3) and Article 80 paragraph (1) of Law
No. 35 of 2014 on Child Protection. “Imposing a prison sentence on the
defendant for 15 years and a fine of Rp 200 million, with the provision
that if the fine is not paid, it shall be replaced with imprisonment for
1 month,” said Chief Judge Mira Sendangsari when reading the verdict
against Aipda Robig.

The prison sentence against Aipda Robig matched the prosecutor’s
demand. According to the public prosecutor (JPU), Aipda Robig had
legally and convincingly committed violence against a child resulting in
death and injury.

“That during the trial, no reasons were uncovered that could
eliminate the defendant’s actions, whether justifying or excusing
reasons,” the JPU stated during the prosecution hearing at PN Semarang
on 8 July 2025.

Robig appealed the verdict, but his appeal was rejected by the
Central Java High Court.
",
