        "content": "<p>One inmate killed, three injured in prison brawl<\/p>\n<p>JAKARTA (JP): Justice and Human Rights Minister Yusril Ihza <br>\nMahendra paid an impromptu visit to Cipinang penitentiary, East <br>\nJakarta, at about 9 p.m. on Tuesday night, several hours after it <br>\nwas the scene of a fresh brawl between two rival groups.<\/p>\n<p>Yusril, however, refused to speak to the press.<\/p>\n<p>One inmate was killed and three others were injured in the <br>\nbrawl. The fatality was identified as 40-year-old Timbul <br>\nTampubolon who died of severe wounds caused by a sharp weapon. <br>\nThree other inmates, who were injured, were rushed to Kramatjati <br>\nPolice Hospital.<\/p>\n<p>East Jakarta Police detective chief Comr. Putu Jayen confirmed <br>\nthe incident and said that police still could not figure out the <br>\nreasons behind the brawl but suspected that the fighting was <br>\ncaused by ethnic divisions.<\/p>\n<p>\"This is fighting between groups inside the prison such as <br>\nArek (inmates coming from East Java), Ambon (from Maluku), Korea <br>\n(from North Sumatra) and Manado (from North Sulawesi).<\/p>\n<p>\"We are still looking into what triggered the riot. At the <br>\nmoment we are concentrating on calming the prisoners and taking <br>\ncontrol,\" Putu told The Jakarta Post.<\/p>\n<p>Around 300 police personnel were deployed to secure the <br>\nsituation inside and outside the penitentiary, Putu said.<\/p>\n<p>\"We are backed up by personnel from Jakarta Police and nearby <br>\npolice subprecincts,\" he added.<\/p>\n<p>Nearby residents heard a series of warning shots fired by <br>\npolice to disperse the brawling inmates.<\/p>\n<p>Scuffles between inmates have sparked riots and caused <br>\nfatalities on frequent occasions at Cipinang Penitentiary -- <br>\nJakarta's largest prison -- despite regular weapon searches by <br>\npolice and prison wardens.<\/p>\n<p>The latest incident happened last month, leaving six inmates <br>\ninjured. The brawl was reported to have involved two rival groups <br>\nfrom North Sumatra and East Java.<\/p>\n<p>In August, three inmates were injured in a brawl between the <br>\ntwo rival groups, two days after police conducted an intensive <br>\ncell-to-cell search for weapons and dangerous objects inside the <br>\nstate penitentiary.<\/p>\n<p>The brawls, which involve sharp weapons, have proved that <br>\nweapon searches by police and wardens have not actually been <br>\neffective as inmates still have access to weapons.
