On waste management<\/p>\n
What President Megawati Soekarnoputri said during a Cabinet
\nmeeting on Feb. 11 should be followed up. The sort of government
\nofficials who always provide positive reports and sometimes
\nmanipulate data and information illustrate the poor quality of
\nhuman resources in the bureaucracy.<\/p>\n
We must act together to improve this very bad habit using a
\nmethod that we can call "waste management". The first and most
\nimportant initiative is to teach and retrain all officials to
\ngive them a positive mental attitude, even though it might not
\nchange them overnight but take a year or two to get the results.<\/p>\n
Let the government implement some successful management tools,
\nsuch as open-mindedness, a willingness to change, and a series of
\ntools that are usually applied in good companies. The 4 R's
\nconcept in handling industrial waste, that is, Reduce, Recycle,
\nReplace and Reuse, can be applied to all government officials.<\/p>\n
Ask incompetent people to take early retirement, force
\nunproductive officials to Resign, Repel the corrupt ones, Reduce
\ninefficient bureaucrats, and Replace them with young, capable,
\nhonest people who are full of integrity, competence, intelligence
\nand commitment,<\/p>\n
We believe that by applying the same principles as are used in
\nwaste management and with a committed effort, President Megawati
\nwill have a dedicated team to help the country recover from the
\ncrisis.<\/p>\n
