        "content": "<p>On toll road <br>\nconstruction<\/p>\n<p>From Rakyat Merdeka<\/p>\n<p>We are really concerned about Minister of Resettlement and <br>\nRegional Infrastructure Soenarno's tardiness in settling major <br>\nproblems within the scope of his job. There are two things that <br>\nare worth questioning concerning his policies.<\/p>\n<p>First, in our opinion, the construction of the Jakarta Outer <br>\nRing Road (JORR) has dragged on for way too long and has violated <br>\na joint agreement. Take the Malaysia Consortium for example. The <br>\ngovernment will reportedly reimburse them for the expenses <br>\narising from their feasibility study. This will set a bad <br>\nprecedent because other companies failing to win the tender will <br>\nask for similar compensation. In fact, every bidder in a tender <br>\nruns the risk of failing to win the tender.<\/p>\n<p>Second, the government has not treated toll road investors <br>\nequally. Only certain companies' tolls have been raised. Besides, <br>\nthe toll rate per kilometer differs, a situation that is not <br>\nconducive for investment in toll roads. Ordinary roads, <br>\nmeanwhile, are practically always jammed.<\/p>\n<p>Every time there are rumors about an increase in tolls, the <br>\ngovernment cannot give sound reasoning for it.
