On toll road

We are really concerned about Minister of Resettlement and
\nRegional Infrastructure Soenarno's tardiness in settling major
\nproblems within the scope of his job. There are two things that
\nare worth questioning concerning his policies.<\/p>\n
First, in our opinion, the construction of the Jakarta Outer
\nRing Road (JORR) has dragged on for way too long and has violated
\na joint agreement. Take the Malaysia Consortium for example. The
\ngovernment will reportedly reimburse them for the expenses
\narising from their feasibility study. This will set a bad
\nprecedent because other companies failing to win the tender will
\nask for similar compensation. In fact, every bidder in a tender
\nruns the risk of failing to win the tender.<\/p>\n
Second, the government has not treated toll road investors
\nequally. Only certain companies' tolls have been raised. Besides,
\nthe toll rate per kilometer differs, a situation that is not
\nconducive for investment in toll roads. Ordinary roads,
\nmeanwhile, are practically always jammed.<\/p>\n
Every time there are rumors about an increase in tolls, the
\ngovernment cannot give sound reasoning for it. Instead, it
\npretends to take a populist stance and, therefore, scares toll
\nroad investors away.<\/p>\n
In the public works sector, a visionary minister would help
\nstimulate economic activities, provide employment opportunities
\nand promote the community's standard of living without adding
\npressure to the government's budget by, among other things,
\nconstructing toll roads and providing drinking water and
\nelectricity.<\/p>\n
