        "content": "<p>On terrorism<\/p>\n<p>From Media Indonesia<\/p>\n<p>Rampant terrorist acts across the world have led to<br>\ncontroversies in our country about the need for our intelligence<br>\nservice to enjoy greater authority, so that terrorism can be<br>\nbetter countered and handled.<\/p>\n<p>Bomb attacks perpetrated by terrorists in Indonesia have led<br>\nto both the world&apos;s sympathy for Indonesia and allegations that<br>\nthe country is a lair of terrorists.<\/p>\n<p>To deal with the impact of terrorist attacks at home, the<br>\nIndonesian government issued a government regulation in lieu of<br>\nlaw on antiterrorism in 2002, which the House later ratified as<br>\nthe law on antiterrorism.<\/p>\n<p>The law can be enforced effectively only if our intelligence<br>\nservice enjoys greater authority in dealing with terrorism. Our<br>\nnational police cannot make the best use of this law unless it is<br>\nsupported by intelligence services, for example the intelligence<br>\nservice of the Indonesian military and the state intelligence<br>\nagency.<\/p>\n<p>The fact is that now, our intelligence services enjoy only a<br>\nlimited authority to arrest those suspected of being involved in<br>\nterrorist acts, while the national police have no authority to<br>\ncarry out such arrests. The police can arrest only those who are<br>\nsuspected of having committed terrorist acts.<\/p>\n<p>It is this legal constraint that has prevented our security<br>\napparatuses from properly preventing and countering acts of<br>\nterror in this country.<\/p>\n<p>The deputy prime minister of Malaysia once attributed that<br>\ncountry&apos;s success in establishing security and prosperity for<br>\nMalaysians to the enforcement of its Internal Security Act (ISA).<br>\nIndonesia must look up to Malaysia as a model in this respect.<\/p>\n<p>ADAM SYAHRONI<br>\n Jakarta<\/p>",
