As a low-ranking civil servant, I would like to propose to the
\nfifth president of the Republic of Indonesia that she should
\nestablish her cabinet in the spirit of reform and regional
\nautonomy. She should refrain from both disbanding government
\nagencies\/ministries and setting up new agencies\/ministries as
\neither way it is the performance of the civil servants that will
\nbe harmed.<\/p>\n
I had this experience when the ministry of tourism, arts and
\nculture was disbanded and replaced by the office of the state
\nminister of tourism and the arts, which was later changed into
\nthe ministry of culture and tourism.<\/p>\n
Allow me, also, to call on the lawmakers in the People's
\nConsultative Assembly and the House of Representatives to draft a
\nbill on the establishment of a cabinet in the spirit of reform
\nand regional autonomy so that every time there is a new
\npresident, there are clear references for the establishment of a
\ncabinet.<\/p>\n
Ministers and government officials may come and go but not the
\ninstitutions.<\/p>\n
