In the past, the attorney general was the<br>\nonly head of law enforcement, because the prosecutor's office was<br>\na civilian institution, not a military one.<\/p>\n<p>The attorney general was also in charge of assigning police to<br>\ncarry out criminal investigations. An investigation into a case<br>\nwould be under the supervision of the attorney general and not<br>\nunder the control of the National Police chief. Why? Because the<br>\nNational Police were armed. Although a prosecutor could carry out<br>\nan investigation himself, he could also instruct the police to do<br>\nso.<\/p>\n<p>This was an instruction because the state is an organization<br>\nbased on power or authority. The police were<br>\nobligated to accompany a prosecutor even if the defendant was not<br>\nbeing detained.<\/p>\n<p>In this stipulation, called \"Revised Indonesian Reglemen,\"<br>\nthere is an article which reads more or less like this: \"If a<br>\nprosecutor hears about or 'smells' a criminal act in his<br>\njurisdiction, he must as quickly as possible investigate the<br>\nmatter.\"<\/p>\n<p>In reality, a lot of criminal acts are committed but<br>\nprosecutors simply feign ignorance.
