        "content": "<p>On dual positions<\/p>\n<p>From Media Indonesia<\/p>\n<p>In her speech on the anniversary of the Indonesian Democratic<br>\nParty of Struggle (PDI Perjuangan) in North Sumatra on March, 3,<br>\nPresident Megawati Soekarnoputri asked her followers, members of<br>\nPDI Perjuangan, whether they would agree if she relinquished her<br>\npost as the party chairwoman because of her presidential<br>\nposition. The audience gave her a big \"no\". Had President<br>\nMegawati posed the question to all Indonesians, the answer would<br>\nperhaps have been \"yes\".<\/p>\n<p>In our society, moreover during the New Order regime, dual<br>\npositions were common. There are certainly some advantages as<br>\nwell as disadvantages of dual positions. Take, for example, a<br>\nresearcher who holds functional and structural positions<br>\nconcurrently in our work place. He\/she will not carry out one of<br>\ntheir functions well. Additional duties will not bring about<br>\noptimum results. Worse still, if it is their structural position<br>\nthat becomes their other post, other people and the institution<br>\nitself will be disadvantaged. A researcher obtaining the highest<br>\nappreciation in his functional post has shown that they have<br>\nfailed in accomplishing the structural position they concurrently<br>\nhold. It's real and all of their subordinates are aware of this<br>\nsituation. At the state level, this situation will be analogous<br>\nto prioritizing a political party's mandate over the peoples.<\/p>\n<p>We therefore suggest that if a political party leader is still<br>\nneeded by their party as a symbol of the party, they should just<br>\nbe a non-active member so that they will not use state facilities<br>\nin the interests of their own party. Those concurrently holding<br>\nfunctional and structural posts in the government should leave<br>\ntheir functional positions.
