        "content": "<p>The Indonesian Ombudsman (ORI) has recommended accelerating safety\nimprovements at high-risk level crossings by conducting joint\nevaluations and taking concrete steps. Ombudsman member Robert Na Endi\nJaweng stated that these steps could include data reconciliation,\nstrengthening human resources for guarding duties, and asset management,\ncarried out in an integrated, measurable, and sustainable manner to\nenhance national level crossing safety. \u201cThe accident in Bekasi Timur\nshows that the safety risk had been recognised for a long time but was\nnot followed by adequate mitigation measures,\u201d Robert said during a\npress conference in Jakarta on Wednesday. He added that the incident\nmust serve as a momentum to strengthen safety governance through more\neffective coordination, safety-oriented planning and budgeting, and\nconsistent implementation of existing improvement recommendations. In\naddition to accelerating concrete actions, ORI expects strengthened\ngovernance and transparency in supervision through the development of an\nintegrated national database, periodic risk mapping, and enhanced\nmonitoring and reporting systems. Robert also highlighted the need for\nguidance and supervision of local governments to handle level crossings\nand accelerate the resolution of safety issues by formulating\nregulations and financing mechanisms that allow the delegation of\ncrossing management authority to PT Kereta Api Indonesia (KAI). Another\nrecommendation from the Ombudsman\u2019s rapid assessment on public service\naccountability following the Bekasi Timur train accident is to build an\nintegrated safety evaluation and learning system. \u201cThis way, every\naccident becomes a basis for learning and continuous policy\nimprovement,\u201d he said. Robert also noted the necessity of responsive\npublic communication during critical periods by integrating digital\ninformation channels and providing regular updates to ensure the public\nreceives fast, accurate, and accessible information. He therefore urged\nall stakeholders to implement the rapid assessment results in an\nintegrated manner and incorporate the suggested improvements into a\njoint action plan. ORI emphasised that transportation safety is part of\nthe public\u2019s right to receive safe, high-quality, and accountable public\nservices. \u201cAll stakeholders must place safety as the top priority in\nevery process of planning, budgeting, and delivering public services in\nthe transportation sector,\u201d Robert concluded.<\/p>",
