        "content": "<p>JAKARTA - The Indonesian Ombudsman (ORI) has stated that handling the\nalleged sexual violence case at Pondok Pesantren Tahfidzul Qur\u2019an Ndholo\nKusumo in Pati Regency, Central Java, must guarantee victim protection.\nCommissioner Syafrida Rasahan of the Indonesian Ombudsman said the case\nmust not be handled solely as a criminal matter but must also ensure the\ncontinuity of students\u2019 education and accountability of all involved\npublic services. \u201cThe Indonesian Ombudsman\u2019s on-ground presence is a\nconcrete commitment to ensure the state is present for victims,\u201d Rasahan\nsaid in a statement confirmed in Jakarta on Tuesday. Thus, the\nIndonesian Ombudsman has reaffirmed its commitment to oversee the\nhandling of the alleged sexual violence case at the Pondok Pesantren\nTahfidzul Qur\u2019an Ndholo Kusumo. Through its own-initiative investigation\n(IAPS) conducted from 8-10 May 2026 in Central Java, ORI urged all\nstakeholders to promptly provide legal certainty for victims while\nsafeguarding the education of hundreds of affected students. Rasahan\nexplained that the oversight commitment extends beyond the criminal\naspects of the perpetrators to encompass the full accountability of\npublic services. The Indonesian Ombudsman\u2019s investigation team has\nconducted on-site inquiries and marathon coordination with the Central\nJava Regional Police, Pati Police Resort, Pati Regency\u2019s Women and Child\nProtection Technical Implementation Unit (UPTD PPA), pesantren\nmanagement, witnesses, and victim support groups. Field inspections\nrevealed that case handling had stalled at times, despite urgent needs\nto ensure legal certainty and maximum protection for victims. ORI has\nalso expressed serious concern for the education continuity of 252\nstudents, including 48 orphans, directly affected by the temporary\nsuspension of the pesantren\u2019s operations. According to Rasahan, the\nsituation demands swift and coordinated action from all stakeholders to\nprevent students from becoming secondary victims due to disrupted\neducation access. It was emphasised that the state must not allow\nchildren to lose their right to education due to slow institutional\nresponses. \u201cAt the same time, fulfilling victims\u2019 rights to protection,\npsychological recovery, and legal certainty must be the top priority,\u201d\nshe added. As a follow-up, the Indonesian Ombudsman will conduct further\ninquiries with several ministries and agencies, including the Ministry\nof Women\u2019s Empowerment and Child Protection (PPPA), Ministry of Social\nAffairs, Ministry of Religion, Pati Public Prosecutor\u2019s Office, local\ngovernments, and other relevant parties. ORI will also continue\ncross-departmental investigations involving the Indonesian Ombudsman\u2019s\nCentral Java Regional Office to ensure comprehensive oversight, from law\nenforcement and victim protection to evaluating the management of\npesantren educational institutions. She stressed that the Indonesian\nOmbudsman will ensure all public service providers fulfil their duties\nprofessionally, transparently, and in the interests of victims. \u201cPublic\ntrust is built through concrete action, not just statements. Therefore,\nthe Indonesian Ombudsman will continue to oversee this case until fair,\ntransparent handling is achieved, guaranteeing victims\u2019 rights and the\nstudents\u2019 future,\u201d Rasahan said.<\/p>",
