        "content": "<p>Jakarta (ANTARA) - The Ombudsman of the Republic of Indonesia (ORI)\nbelieves that mapping is necessary to align the assessment indicators\nfor bureaucratic reform and the quality of public services.<\/p>\n<p>Ombudsman member Robert Na Endi Jaweng stated that mapping could be\nconducted on the instruments used by each institution to identify\ninterconnections and the division of roles. This follows a Working\nMeeting and Hearing with Commission II of the Indonesian House of\nRepresentatives (DPR RI) regarding the alignment of bureaucratic reform\nassessment indicators and public service quality, Robert said in a\nstatement confirmed in Jakarta on Friday.<\/p>\n<p>According to Robert, the Ombudsman continues to conduct assessments\nin accordance with its duties and functions as a public service\noversight body. However, he noted that follow-up is required regarding\nthe meeting between Commission II of the DPR RI, the Ministry of\nAdministrative and Bureaucratic Reform (PANRB), the National Institute\nof Public Administration (LAN), and the Ombudsman held on 7 September\n2026, specifically concerning the conclusion on the joint and integrated\npreparation of assessment indicators.<\/p>\n<p>Discussing the follow-up to the hearing, the Ombudsman held a meeting\nwith the Director of Service Quality Improvement Strategy at LAN, as\nwell as the Assistant Deputy for Policy Formulation and Coordination of\nBureaucratic Reform Implementation at the Ministry of PANRB in Jakarta\non Thursday (24\/9).<\/p>\n<p>\u201cWe need to determine if a matrix is required for the indicators used\nby the Ombudsman, the Ministry of PANRB, and LAN, and then divide the\nresponsibilities of who does what. This will become a shared indicator,\u201d\nhe said.<\/p>\n<p>He added that the results of these discussions need to be formulated\npromptly as follow-up material for the Commission II DPR RI hearing,\nwhich will be presented on 7 October 2026.<\/p>\n<p>During the meeting, LAN presented the Policy Quality Index (IKK) as\none of the instruments to measure the quality of government policy.\nLAN\u2019s Director of Service Quality Improvement Strategy, Widhi Novianto,\nexplained that evaluating policy quality also includes measuring the\nimpact of policies on the improvement of public services and\ngovernance.<\/p>\n<p>IKK data can be compared with the Public Service Index (IPP) from the\nMinistry of PANRB and data from the Ombudsman. \u201cThis comparison can be\nconducted based on variables, dimensions, or sub-dimensions to see the\nlink between policy quality and the quality of public services,\u201d Widhi\nstated.<\/p>\n<p>Meanwhile, the Assistant Deputy for Policy Formulation and\nCoordination of Bureaucratic Reform Implementation at the Ministry of\nPANRB, Agus Uji Hantara, stated that alignment is necessary to identify\noverlaps in assessment instruments. \u201cIf there are overlaps regarding the\npublic service index, coordination can be carried out to simplify the\nprocess for the ministries, agencies, and local governments being\nassessed,\u201d said Agus.<\/p>",
