Old parking system to return, attendants' wages to increase<\/p>\n
JAKARTA (JP): In conjunction with the implementation of new
\nparking fees on Thursday, the city administration has decided to
\nreimpose the old parking system and introduce new wages for
\nattendants, an official said on Wednesday.<\/p>\n
\"The City Parking Agency has decided to abandon its trial
\nsystem, which involved parking attendants and fee collectors in
\nthe city's five mayoralties.<\/p>\n
\"We will no longer hire fee collectors, so the parking
\nattendants will also be responsible for collecting the fees as
\nthey used to in the past,\" agency head Yani Mulyadi told
\nreporters.<\/p>\n
He said the agency would, however, implement a new wage system
\nfor the parking attendants.<\/p>\n
\"The new wage system will be slightly different from the
\nsystem introduced during the trial period,\" he said.<\/p>\n
With the new system, parking attendants will receive Rp 10,000
\n(about US$1.50) a day if they sell a certain quota of tickets.
\nThey will receive a bonus if their income for the day can surpass
\nthe quota.<\/p>\n
\"They will receive a bonus, the amount of which is set at 30
\npercent of the surplus.<\/p>\n
\"On the contrary, if they fail to meet the quota, they will be
\npenalized with a deduction of Rp 50 per ticket from their daily
\nwage,\" Yani said.<\/p>\n
During the trial period, parking attendants received Rp 50 per
\nticket without any enforced quota.<\/p>\n
Residents will have to pay more when they park their vehicles
\nstarting on Thursday because of the enactment of new parking fees
\nby the city administration.<\/p>\n
The city administration has targeted that the City Parking
\nAgency receive more than Rp 16 billion ($2.13 million) from
\nparking fees in the 2000 city budget. The administration has set
\na target of Rp 9 billion for the 1999\/2000 fiscal year, but only
\nRp 6 billion has been obtained.<\/p>\n
The parking fees will be increased from Rp 300 to Rp 1,000 on
\nbusy streets and to Rp 500 on less busy streets.<\/p>\n
The agency is known for its long-running deficit, although
\nmany observers and city councillors have doubted the seriousness
\nof the situation. More than Rp 14 billion is needed to cover
\noperational costs, including Rp 8 billion for the salaries of
\n1,050 administration staff members and 2,129 parking attendants.<\/p>\n
Only administration staff members receive monthly salaries,
\nwhile parking attendants receive a share of their daily parking
\nfees.<\/p>\n
Governor Sutiyoso was displeased with the deficit and has
\nordered Yani to restructure his agency.<\/p>\n
\"We don't need such a large administration staff. They do
\npractically nothing yet they receive a bigger share than the
